Housing Development HOME Investment Partnerships Program (HOME)
The Housing Development Section administers the HOME Program funds
for the City of Phoenix. The HOME Program can provide funding assistance
to both for profit and nonprofit entities. The Housing Development Section
offers the HOME Program funds year around through an open application
process.
Multi-family Rental Housing Program - HOME Program
funds are used to provide low interest loans to nonprofit and for
profit developers to assist with the construction and acquisition and/or
rehabilitation of multi-unit rental housing for low-income households.
Units funded with the HOME funds must be rented at affordable rates
prescribed by the program. Funds are distributed
through an open application process.
Special Projects - Expenditure of HOME funds
for eligible activities including domestic violence or homeless shelters,
making secondary financing for home purchase loans. HOME Program funds
are also used to assist in financing the construction of new rental or
ownership housing.
Community Housing Development Organization (CHDO) Set Aside -
Funds are reserved for use by a CHDO for the acquisition and rehabilitation
of affordable housing, new construction and other eligible HOME activities.
Reconstruction / Rehabilitation of Owner-Occupied Homes in Neighborhood Initiative Areas
- Funds loans and grants for the reconstruction of owner-occupied
houses determined to be unsuitable for rehabilitation. Funds are also
used to provide loans and grants to bring owner-occupied homes into compliance
with housing quality standards by addressing emergency repairs and rehabilitation
