Economic Development Plan

The Phoenix Economic Development Plan is focused on the City of Phoenix, its leadership role and what the city and its economic development partners should do to continue to be a great place to live, work, and play. The Plan outlines a realistic and actionable set of strategies to ensure increased city livability and sustainable economic growth.

The Plan was developed in a cooperative effort as an integrating element for key stakeholder entities in their role of strengthening and supporting economic development of behalf of Phoenix. These stakeholders include the City of Phoenix, Greater Phoenix Chamber of Commerce, Greater Phoenix Economic Council, Downtown Phoenix Partnership, Phoenix Community Alliance and the Greater Phoenix Convention and Visitor's Bureau. In addition, fifteen city departments contribute to the success of the Plan.

The Plan has been built to support improvement in the city's economic climate and to position Phoenix to strengthen its hold on higher paying jobs in key industry clusters. The Plan's goal is to deliver economic improvements in four key areas:

  1. Growth in Jobs, Wages and Targeted Business Clusters
  2. Growth in Phoenix Citizens' Income
  3. Improvement in Phoenix Citizens' Quality of Life
  4. Growth in Sales tax Revenues

West Phoenix Revitalization Area Economic Development Plan

A specific economic development plan is being developed for the West Phoenix Revitalization Area. The plan will dovetail with the citywide plan and will identify goals, opportunities and gaps in five economic sectors that can be addressed by private and public efforts.
