AWARD AND CONTRACT YOUTHBUILD PROGRAM FUNDS - EMERGENCY CLAUSE
Request to authorize the City Manager, or his designee, to award and enter into a contract with Arizona Call-A-Teen Youth Resources, and authorize the City Controller to disburse YouthBuild funds in the amount of up to $600,000 from the United States Department of Labor for the period of October 1, 2009 through June 30, 2012. The purpose of these funds is to provide educational and occupational skills training in the construction industry for 66 Workforce Investment Act-eligible youth ages 16-24.
Affirmative Action
The contractor is eligible to conduct business with the City by their compliance with the affirmative action requirements of the City Code, Chapter 18, Article IV or V. The contractor is responsible for maintaining its eligibility during the life of the contract and failure to do so may result in contract termination.
Financial Impact
No General funds are required. Funding for the contract is provided by the United States Department of Labor.
Emergency Clause Justification
An emergency clause is requested in order to expedite the contracting process and meet the Department of Labor's timeline requirements.
The Phoenix Workforce Connection Board Executive Committee approved this recommendation at their September 22, 2009 meeting.
