Staff Recommendation - Staff recommends disapproval of this application based on Police Department and Planning Department recommendations for disapproval, and neighborhood and local business protests.

The Police Department disapproval is based on concerns with the location, specifically with the number of existing liquor licenses in the area. The Police Department does not believe that adding an establishment that sells liquor in this area meets the public needs or convenience; particularly due to the elevated number of transients in the area.

The Planning Department disapproval is based on the applicant's failure to obtain the required Use Permit.
