SUSPENSION OF RULES - CONSENT AGENDA
Request authorization to change the order of business to approve the consent agenda. Suspension of the rules to change the order of business of the formal City Council meeting is required by Rule 7(b) of the Rules of Council Proceedings.
The consent agenda is being added to the September 9, 2009 formal agenda due to the cancellation of the September 8, 2009 City Council meeting.

IFB 09-207 - MAINTENANCE AND REPAIR OF SOLID WASTE DISPOSAL AND WATER PLANT SCALES - REQUIREMENTS CONTRACT
Report of four bids received by Purchasing on June 12, 2009, to provide the Public Works and Water Services Departments with scale maintenance and repair service during the initial contract period beginning on or about September 1, 2009 and ending August 31, 2011. Following is a tabulation of the lowest bids received:

Southwestern Scale Company provided the overall lowest cost bid. Although higher priced for the Group 4 service, their cost for the most frequently used maintenance services, Groups 1-3, and cost for parts, Group 5, were the lowest.
The estimated cost for the initial two-year contract period is $100,000.
It is recommended by the Deputy Finance Director, Deputy Public Works Director, and the Water Production Superintendent that the bid of Southwestern Scale Company, as asterisked, be accepted as the lowest responsible bidder.
Funds are available in the Public Works and Water Services Departments' budgets. The estimated expenditures for Public Works are estimated to be $45,000 annually and expenditures for the Water Services Department are estimated to be $5,000 annually.
Provisions of the agreement include an option to extend the contract up to three additional years, in one-year increments. This option will be exercised by staff if considered in the City's best interest to do so.
The subject firm is eligible to do business with the City of Phoenix until April 24, 2010, by its compliance with the affirmative action requirements of the City Code, Chapter 18, Article IV or V. The firm is responsible for maintaining its eligibility during the life of the contract and failure to do so may result in termination of the contract.
