SPECIAL PROJECTS MANAGER

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to manage large and complex architectural and administrative projects which transcend departmental lines and/or require a high degree of specialized knowledge. Duties include advising the City Engineer as to the viability of a proposed action and interpreting and applying direction to given situations. Depending on the project, the incumbent either acts independently and executes specific actions directly or accomplishes goals through others by directing the work of a technical staff. The incumbent exercises considerable initiative and independent judgment within an assigned area of responsibility. Work is evaluated on the basis of results obtained.
ESSENTIAL FUNCTIONS:
- Produces written reports for the City Council and makes presentations as required;
- Calls and chairs high level staff meetings;
- Administers consulting contracts for design and construction management of large and complex projects by coordinating the work of the consultant and City staff;
- Seeks and evaluates information from a variety of departments;
- Makes recommendations affecting a variety of departments;
- Chairs the Facilities Review Committee and staffs the Central City Architectural Design panel;
- Performs research and prepares financial and administrative reports;
- Formulates standard design and construction specifications;
- Acts as a project representative, presents the City's position and policies, and responds to inquiries from the City Council, City Management, various City Boards and Commissions, other governmental jurisdictions, private firms, non- profit organizations, and the general public regarding special projects;
- Negotiates and interprets lease agreements, architectural contracts, construction management contracts, and other agreements with private nonprofit organizations such as museums and theaters;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Prepare difficult and complex financial and administrative reports.
- Comprehend and make inferences from materials written in the English language.
- Work cooperatively with City Council, City Management, private firms, nonprofit organizations, and the general public.
- Draw or letter charts, schedules, plans, or similar objects.
- Use graphic instructions such as blueprints, schematic drawings, layouts or other visual aids.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- This position requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions.
ACCEPTABLE EXPERIENCE AND TRAINING:
Five years of progressively responsible experience in municipal management with authority for program direction and budget administration, or for coordination and supervision of such functions, and a bachelor's degree in public or business administration, engineering, architecture or related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
