HUMAN SERVICES PLANNING SUPERVISOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to plan and develop Human Services Department (HSD) programs, evaluate HSD programs, and perform related research activities. Responsibilities include identifying grant funding for continuing and new programs, developing appropriate grant proposals, and providing planning and technical assistance to all HSD programs and divisions and community groups. The incumbent works closely with all HSD divisions and a variety of private and governmental agencies. Work requires the application of initiative and independent judgment within the framework of established policies and procedures. Supervision is exercised over a staff of professional, paraprofessional, and clerical employees. General supervision is received from a Deputy Human Services Director who reviews work through conferences, reports and results obtained.
ESSENTIAL FUNCTIONS:
- Supervises a staff of professional and clerical employees;
- Monitors program accomplishments and prepares reports to evaluate contractual compliance and internal management;
- Researches and responds to internal and external request for information and prepares reports on findings;
- Provides planning and technical assistance to all HSD divisions, programs, and community groups;
- Identifies human services programs which are responsive to community needs;
- Coordinates work with a variety of private an governmental agencies;
- Plans and develops HSD programs;
- Identifies community human services needs and determines appropriate services to respond to those needs;
- Identifies potential program funding sources and prepares funding requests;
- Prepares and maintains departmental plans and manuals;
- Negotiates funding and prepares contracts;
- Analyzes and reports on potential impact of legislation and regulations on City human services programs;
- Represents Human Services Department and City on state and local planning groups;
- Staffs assigned citizen committees;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:

- Principles and practices of public administration.
- Principles and practices of program planning and evaluation.
- Principles and practices of supervision and personnel administration.
- Evaluate programs in relation to human services needs.
- Develop human service plans.
- Communicate orally in the English language with customers, clients, and the public using a telephone, and in group and face-to-face, one-to-one settings.
- Produce documents written in the English language using proper sentence structure, punctuation, grammar, and spelling.
- Comprehend and make inferences from written material.
- Perform a broad range of supervisory responsibilities over others.
- Observe, compare or monitor data to determine compliance with contractual requirements.
- Work cooperatively with others.
- Review or check the work products of others to ensure conformance to standards.
Additional Requirements:
- Some positions will require the performance of other essential and marginal functions.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license, and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
ACCEPTABLE EXPERIENCE AND TRAINING:
Four years of experience in planning or administering human service programs, including supervisory responsibilities, and a bachelor's degree in public or business administration, sociology or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
