The fundamental reason this classification exists is to plan and direct the activities of the City's Human Services Department and assist citizen commissions carry out their responsibilities. The Director administers a comprehensive social service delivery system through delegation of responsibility for day-to-day operations to Deputy Directors and Division Heads. Work involves advising commissions and directing the activities of the General Services, Community Services, Senior Services, and Employment and Training Divisions. The Human Services Director has considerable independence for carrying out policy decisions and department goals under general supervision of a Deputy City Manager. Work is subject to evaluation on the basis of results obtained.
ESSENTIAL FUNCTIONS:
- Develops departmental goals, operational objectives, and budgets;
- Provides direction to the City's short and long-range planning for human services programs;
- Establishes departmental policies and procedures;
- Plans, organizes, and directs the activities of the various Human Services divisions;
- Directs the development and funding of programs with social service, educational, governmental, and private agencies;
- Keeps the citizen commissions informed of the status of the Department's program;
- Develops and maintains effective inter-agency working relationships;
- Consults with governmental officials at the municipal, county, state, and federal levels, private industry, and community leaders;
- Serves as a representative of city government to citizen organizations in the community.
- Performs supervisory duties over Deputy Human Services Directors and Employment and Training Administrator;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:

- Perform a broad range of supervisory responsibilities over others.
- Produce documents written in the English language using proper sentence structure, punctuation, grammar, and spelling.
- Communicate orally in the English language with customers, clients, and the public using a telephone, and in a face-to-face, one-to-one settings.
- Work cooperatively with other employees, clients, agencies, and the public.
Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license, and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Six years of responsible managerial experience directing community organization, program planning and development, and social service activities, and a bachelor's degree in sociology, education, public or business administration or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
