ASSISTANT FINANCE DIRECTOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to direct and coordinate the operations of some of the divisions in the Finance Department including the function of City Treasurer. This classification oversees procedural improvement programs; City bond sales; cash management and investment programs; develops reporting systems; and conducts research. The Assistant Finance Director exercises independent judgment and initiative in representing the Director within assigned areas of fiscal and management functions and acts on behalf of the Director in the event of absence. Work is reviewed by the Director through reports, conferences and results achieved.
ESSENTIAL FUNCTIONS:
- Supervises one or more divisions of the Finance Department;
- Plans, organizes, and directs fiscal and management control functions;
- Directs and participates in management studies, and reports on organizational and administrative practices;
- Establishes and monitors fiscal management control procedures;
- Works directly with senior division administrators on division program problem areas and recommends alternatives for problem resolution;
- Writes management reports and sets up procedures for the same;
- Maintains communications with all City departments to determine changing needs and problems, coordinates departmental activities, and explains departmental policies and procedures;
- Assists the management of the City's bond sales, cash management, and investment programs;
- Acts on the Finance Director's behalf by assignment or delegation in the Director's absence;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Produce written documents in the English language with clearly-organized thoughts with proper sentence construction, punctuation, and grammar.
- Analyze, interpret, and report research findings, recommend and take appropriate action.
- Prepare difficult and complex financial and administrative reports.
- Perform financial investment analysis.
- Coordinate the City Bond Sales program.
- Work cooperatively with others.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Some positions will require the performance of other essential or marginal functions.
ACCEPTABLE EXPERIENCE AND TRAINING:
Four years of administrative experience in a financial program including two years of supervisory experience, and a master's degree in business administration, public administration, or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
