TRANSIT OPERATIONS CONTRACT SUPERVISOR

The fundamental reason this classification exists is to perform responsible administrative work involving the study and application of administrative systems, policies and practices, and the contracting for and the monitoring of private transit service providers. Incumbents receive only nominal supervision and handle complex and difficult operations and services. Responsibilities include working with private sector transit managers, transit professionals from various communities and agencies, and heads of other departments or divisions in coordinating, assembling, and preparing performance related data and reports. A strong knowledge of contract development and maintenance is necessary. Work is performed under the general direction of a Deputy Public Transit Director or other designated supervisor, and performance is evaluated primarily on results achieved.
ESSENTIAL FUNCTIONS:
- Participates in complex organizational and procedural analyses, evaluates recommended organization changes and reports on the merits of the recommendations;
- Participates in financial studies to determine availability of resources for funding current or new programs;
- Works with financial staff to develop cost estimates and budget projections;
- Coordinates and participates in the preparation of transit system performance documents;
- Supervises and participates in preparation, maintenance, and revision of operating service contracts with private transit providers;
- Supervises and participates in field system monitoring, data collection/analysis and the preparation of a variety of public and administrative reports;
- Assists department and division heads in installing management improvements;
- Evaluates performance of persons whose work is being supervised;
- Establishes goals and is responsible for their achievement;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:

- Procedures and practices required to prepare, monitor, and administer service contracts with private providers.
- General transportation principles and practices.
- Federal, state, and local guidelines, regulations and programs concerning transit and ridesharing.
- Principles and practices of data collection, analysis, and reporting.
- Perform a broad range of supervisory responsibilities over others.
- Communicate orally in the English language with customers, clients, and the public in face-to-face, one-on-one settings, in group settings, and using a telephone.
- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Work cooperatively with others.
- Work safely without presenting a direct threat to self or others.
- Exercise and demonstrate good judgment.
- Comprehend and make inferences from material written in the English language.
Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license, and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions require the performance of other essential or marginal functions.
ACCEPTABLE EXPERIENCE AND TRAINING:
Two years of experience in contracts preparation and monitoring or transportation operations, including one year of supervisory experience and a bachelor's degree in transportation, public or business administration, or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
