WATER PRODUCTION SUPERINTENDENT

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to manage and coordinate the overall quality, production, treatment, transmission, and storage of the City's water supply. The incumbent is responsible for insuring an adequate, safe potable water supply from multiple sources for the consuming public. The operation encompasses the utilization of infiltration galleries, shallow and deep wells, and river sources of water supply; the purification of raw river water by means of large, modern rapid sand filtration plants, using conventional and direct filtration methods; the transmission of water to reservoirs by means of conduits and booster pumps; and the management of pressure zones. The Water Production Superintendent supervises engineers, technicians, supervisors, chemists, plant operators, skilled and semiskilled mechanics, and laborers who keep the water production system in continuous operation. Work is subject to the general direction and review of the Assistant Water Services Director - Operations, and is measured by results achieved.
ESSENTIAL FUNCTIONS:
- Develops, implements and supervises Water Production division programs to ensure compliance with all federal and state requirements relating to Drinking Water Standards;
- Reviews the scheduling of water orders and production to meet demand;
- Reviews budget estimates prepared by employees and transmits their requests to the Assistant Water Services Director - Operations with recommendations;
- Plans, organizes and directs the activities of the Water Production division relating to operation, maintenance, extensions and improvement of water treatment plants and the water system;
- Reviews operation demand maintenance and programmed preventive maintenance work through conferences with, and reports from, employees;
- Develops and implements the application of techniques, methods, and processes to increase the efficiency and quality of operation and maintenance of the water system;
- Studies the work and cost records of the water system and reports unusual problems with suggested solutions;
- Advises the Assistant Water Services Director - Operations on future system improvements deemed necessary to cope with expected increases in water consumption;
- Writes comprehensive reports on the operation of water treatment plants and production and pumping facilities;
- Plans in-service training for all employees and recommends disciplinary measures when necessary to ensure safe and efficient operations;
- Reviews the operation and requirements of a digital supervisory control and data acquisition systems;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Assimilate new technologies, quality requirements, and treatment methods.

Additional Requirements:
- Must be eligible to take the registration exam in the State of Arizona as a Civil, Sanitary or Mechanical Engineer by the end of the probationary period.
- Possession of a Grade IV Operator Certification in Water from the Arizona State Department of Health by the end of the probationary period.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment or shift.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
ACCEPTABLE EXPERIENCE AND TRAINING:
Five years of experience in the operation and maintenance of water production and purification facilities, including supervisory experience, and a bachelor's degree in civil, mechanical or sanitary engineering or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
