Litigation Section

Arizona Revised Statutes The Litigation Section is composed of trial attorneys with trial and transactional experience. These attorneys work closely with two Divisions in the Finance Department: the Risk Management Division and the Real Estate Division.

The Litigation Section provides legal representation for all tort, insurance defense, and personal injury claims and cases filed against the City of Phoenix, its agents, and employees. The Litigation Section represents clients from virtually every City department and works closely with the Risk Management Division in investigating, evaluating, and defending claims against the City and its employees.

The Litigation Section also handles real property acquisitions by the City of Phoenix, whether by voluntary purchase of through the power of eminent domain (condemnation) actions. The Litigation Sections supports the Real Estate Division in the acquisition, lease, and sale of real property owned or needed by the City.


Our mission is to provide effective legal services to the Mayor, City Council, City Manager, and City Departments and to impartially seek justice in the prosecution of criminal offenses. The Law Department is committed to ensuring a diverse workforce to reflect the community it serves.
