The Transportation Section represents the Aviation and Public Transit Departments of the City of Phoenix. The five attorneys assigned to this section respond as corporate counsel to a wide variety of litigation and transactional matters arising from operation of the Phoenix Airport system, which consists of Phoenix Sky Harbor International Airport (PHX), Phoenix Deer Valley Airport (DVT), and Phoenix Goodyear Airport (GYR). It also acts as corporate counsel to the Public Transit Department which handles the City's bus operations.
A major portion of the legal representation to the Aviation Department arises from landlord/tenant contracts, procurement contracts and the institution of new security measures. The City has more than twenty domestic and international carriers serving PHX and has a larger number of concession operations such as car rentals, general merchandise, restaurants, taxicabs and parking.
In addition, the attorneys represent the Aviation Department in its relations with the Federal Aviation Administration and the Transportation Security Administration, which includes assisting with administering millions of dollars annually in Federal grants to help fund capital improvements for the airport and instituting new security measures.
The attorneys also advise the airport concerning Federal regulations governing aeronautical activities, the reasonableness of the rates and charges established at the airport and the proper use of airport revenues. Finally, the attorneys advise the Aviation Department regarding noise issues including the soundproofing of residential homes in areas surrounding the airport.
The major portion of the legal representation to the Public Transit Department arises from contracts, procurement, and the implementation of the Valley Light Rail System. The attorneys advise the Public Transit Department concerning federal regulations and compliance in its relations with the Federal Transit Administration. The Public Transit Department receives millions of dollars annually in federal grants for capital improvements, bus service and the Valley Light Rail project.
