Welcome to Maryvale Precinct! We have a large, diverse community that is located in the southwest portion of the City Of Phoenix. Currently, there are over 265,000 people who reside in Maryvale in a geographic area of 54.4 square miles. Please take the time to read our vision statement as well as the resources available to you in our precinct. We want to make Maryvale a vibrant and safe community for all to enjoy.

Community Based Policing is a philosophy that requires all participants to become accountable and responsible for actions in their sphere of control.
The philosophy behind the operational programs within Maryvale Precinct is simple, but effective, and will include accountability to the residents of Maryvale and require accountability by the residents of Maryvale. We are all equally engaged in the process of revitalization and restoration for the geographical area known as Maryvale Precinct.

There are three components of our philosophy:

  • ENFORCEMENT
  • EDUCATION
  • TREATMENT

ENFORCEMENT:

We will concentrate on four categories of enforcement within Maryvale Precinct. Each category will have an assigned liaison officer who will act as a bridge of information to specialty bureaus and our precinct. These liaisons will be responsible for collecting all data regarding their specialty and provide monthly reports on the number of occurrences, police reports, arrests, field interrogations, and recovery of property or contraband, including dollar amounts of items recovered/seized. The Resource Lieutenant will provide a monthly report on the activities of the Crime Suppression Unit including all crime suppression programs implemented in the precinct and the results of these programs, including all recap from each of the five assigned squads. This report will also include all programs implemented in the Weed & Seed Site.

The four categories of specialized enforcement will be:

  • Robbery
  • Auto Theft
  • Burglary
  • Prostitution/Drugs

These categories of specialized enforcement have been documented as crime issues within the precinct that require immediate reduction. All crime suppression programs will be directed towards these goals and will include daily proactive intervention. Crime suppression managers will provide plans and directives to actively engage these habitual offenders and targeted offenses in a proactive manner.

Crime Analysis:

JULY 2007 THROUGH MAY 2008

The following statistical analysis is from the Crime Analysis Research Unit (CARU) and provides information regarding Maryvale Precinct for the last ten months (July 2007 –May 2008). CARU has conducted a comparative analysis comparing July 2007-May 2008 with July 2006-May 2007 resulting in the following data. The listed information is from their report:

Violent Crime:

Homicide Reduced - 14.3%
Robbery Up 6.1% (City is up +9.1%)
Aggravated Assaults Reduced - 9.0%
Violent Crime Rate Reduced - 3.9 %

We have experienced a significant drop in our robberies from April through June this year. In regard to aggravated assaults, we have had similar success in the reduction of this crime. Our programs are in place and we are systematically addressing these crime categories.

Property Crime:

Burglary Up 16.0%
Theft Reduced - 1.7%
Auto Theft Reduced - 25.8%
Property Crime Rate Reduced - 9.6%

Two of our targeted crimes for specialized enforcement are burglary and auto theft. Our crime analysis revealed that suspects often use stolen vehicles to commit other crimes. By focusing on stolen vehicles we are finding a reduction in armed robberies, burglary and aggravated assaults.

Calls for Service:

  • 11.4% Reduction in Priority 1 calls
  • 10.3 % Reduction in priority 2 calls
  • 11.0% Reduction in priority 3 calls
  • 11.0% Reduction of Total Dispatched Calls

Miscellaneous Information:

  • Adult bookings were increased by 4.3%
  • 13.9 % reduction in non-injury collisions
  • 15.5 % reduction in injury collisions
  • 42.1 % reduction in fatal collisions
  • 10.0 % more people were arrested for DUI
  • Juvenile detentions down – 4 %
  • Maryvale Precinct averages 820 adult arrest per month
  • For the month of May 2008—804 suspects were booked or detained, 284 were Cited in Lieu of Detention, 66 DUI arrests for a total of 1,154 arrests
  • We wrote 3410 tickets during May 2008
  • We detain over a 120 juveniles a month

Parking Enforcement by Community Action Officers:
March-May 2008

  • 1,727 parking tickets served
  • 115 red tags issued
  • Over 60 towed vehicles
  • 51 license plates removed

Proactive Party Crew Enforcement:
May 2008

  • 88 citations
  • 20 vehicles towed
  • 28 felony arrests
  • 36 misdemeanor arrests
  • 25 loud party response notifications served
  • 4 stolen gun seized
  • 4 GMIC’s completed
  • Calls for service for Party Calls have been reduced by over 50%

Prostitution Programs:

  • Over 100 prostitutes, Johns and pimps arrested from January through February 2008
  • During March 2008, several operations were conducted and resulted in the arrest of over 40 prostitutes, Johns, and several pimps
  • During April 2008, Maryvale Precinct conducted five prostitution suppression programs resulting in the arrest of over 60 prostitutes and Johns
  • May resulted in the arrest of over 80 prostitutes and Johns and involved several Customer Apprehension Programs
  • June 2008 involved several undercover operations netting over 50 arrests of both prostitutes, Johns, and pimps

Burglary Reduction Program:

  • Program implemented April 21, 2009
  • Operations include officers and detectives from Maryvale Precinct and Property Crimes Bureau
  • 38 arrests made and the recovery of over $100,000 in stolen property

Auto theft Program:

  • June 16th through June 18th
  • 39 arrests
  • 39 recovered stolen vehicles
  • Recovered property $494,500

Graffiti Program:

  • Partnered with Neighborhood Services Department (NSD)
  • Utilization of NSD data base to target enforcement efforts
  • Program began April 21 and has already netted over 22 arrests
  • Partnered with Juvenile Court System and Juvenile Probation Department
  • Superior Court Judge has expressed desire to facilitate in a more positive direction

Curfew Program:

  • Proactive enforcement by a Sgt. and five officers on Friday and Saturday nights
  • June 2008 resulted in the arrests of 112 juveniles
  • Juveniles are taken to processing center where their parents are contacted and required to pick up their children
  • Enforcement includes City and County programs for diversion, drug/alcohol treatment/prevention

Targeted Properties:

Currently, we are working on seven properties as abatement projects. Five properties are certified through CFMH and nine properties are at various stages of certification through CFMH. Twelve properties have been identified with having significant issues that are being addressed through CFMH strategies. Calls for service have been reduced from 40-70% on the properties we are proactively attacking through CFMH strategies.

Maryvale’s Future:

  • Maryvale Website—continue to upgrade
  • Identification and utilization of resources
  • Use of Community Centers—places where resources can impact the community
  • Community Fair in September or October 2008 showcasing all resources available to the Maryvale community
    • On June 16, 2008, I met with seven Church Pastors dedicated to utilizing the Faith Based Community in addressing the social issues in Maryvale. We plan to meet again during July 2008 with many more Pastors to outline strategies the Faith Based community can initiate to meet the needs of our community.
