- "Citizen" as used in this context means a member of a community coalesced around common needs and wants, pursuing common goals in a pluralistic democratic society. Citizenship, as used in this document, is not limited in scope to a narrow definition of a person who is native born or naturalized under the laws of the United States.
- The citizenship model used is based on the "Citizens First" initiative of Orange County, Florida. As defined by that initiative, Citizens First is a two-way street in which responsible governance is characterized by a partnership with the people and an active, involved and responsible citizenry supports effective programs.
