Annexation Issues
Generally the City requires annexation when extending services to accommodate new development into unincorporated areas. In fact, the City requires new development to annex so that building permits and impact fees are paid to the City for any new infrastructure required to serve the development, rather than placing this burden on the existing residences and businesses within the City. For the Water Services Department, it is also essential that applicable Water Resources Acquisition Fees are collected for any new development to ensure water supplies are obtained for the development. Properties that develop in the County and then apply for annexation will likely find their request refused.
