Development Master Plans

Water Services Department (WSD) review of water and wastewater master plans is often, but not always, associated with Planned Community Development (PCD) zoning overlay requests for large-scale, multi-phase developments. When a Planned Community Development is being proposed, the first step in the PCD process is a pre-application meeting with the Planning and Development Department (PDD). The PDD will coordinate with WSD once a meeting application has been filed, and WSD will either relay comments to the Planning Department or attend the pre-application to discuss with the applicant
the proposed land uses associated with the PCD, the water and wastewater assumptions and estimated demands associated with those land uses, and phasing in relation to existing water and wastewater treatment and conveyance infrastructure currently available in the area or planned for the area. In addition, the pre-application is an opportunity for initial discussions regarding what responsibilities will fall upon the developers to build and/or finance such infrastructure.

Once the PCD rezoning request has been filed and ultimately approved by City Council, master plans are filed with the PDD. PDD will direct and coordinate the submittal of Master Plans, including water and wastewater master plans, which are reviewed by WSD before final approval

Occasionally WSD may require water and/or wastewater master plans outside of the PCD process. Typically this happens when a consortium of landowners who have separate development proposals or who intend to develop their properties in the future coordinate efforts to construct larger water and/or wastewater infrastructure needed to serve the demands of the proposed developments. These plans are submitted directly to WSD, not PDD.
