Outside City Limit Development

The city of Phoenix serves residents outside city limits, but only in limited circumstances.  Currently, the City provides retail water service to small areas of Maricopa County and the Towns of Cave Creek and Paradise Valley.  Usually expansion of service outside corporate limits requires annexation into the City.

On June 10, 2009, the City Council adopted a formal policy for sale of water sewer service connections to customers located outside the City limits. Generally, if the City acquires a private water company or has established a defined water service area, water service will be provided to properties fronting distribution mains or the main may be extended if all technical requirements are met.   If the property is located within an incorporated area, but is outside the Certificate of Convenience and Necessity (CC&N) of a private water company or another municipality’s service area, service may also be provided, but mains may not be extended outside this area.   If the property is located in unincorporated area and outside a private water company’s CC&N and another municipality’s service area, service may be provided, but mains will only be extended upon annexation into the City.

Sewer service will be provided to areas outside City limits for properties fronting sewer mains if the City has established a defined sewer service area at that location.  Otherwise, if the site is outside a defined service area and another municipality’s service area, service may be provided, but main extensions would not be permitted in incorporated areas and would require annexation into the City for unincorporated areas.

Wholesale water or sewer service to municipalities or other agencies will be governed by intergovernmental agreements.

The information provided above is only a general overview of the City's policy. Please see the Policy and Procedures for Obtaining Retail Water and Sewer Service to Areas Located Outside City of Phoenix Limits for specific scenarios and requirements.
