Site Plans
Site plan review is initiated through the Planning and Development Department (PDD), which can provide information at the PDD Customer Service Counter about pre-application meeting submittal requirements. PDD will route pre-application meeting conceptual plans and other documents to WSD for review and comment prior to the pre-application meeting. A site plan submitted for a parcel within a Planned Community Development with accompanying approved master plans will be reviewed by WSD to ensure the uses, scale and intensity of the site proposal is consistent with prior approved master plan considerations for major infrastructure. Otherwise, WSD will conduct an initial review of the proposal’s impacts on infrastructure. Once preliminary plans have been submitted, PDD will route the preliminary site plan to WSD for further comment as necessary.
Construction Plans
Upon preliminary plan approval and submittal of construction plans, PDD civil staff will review all water distribution lines, fire lines and smaller wastewater mains. Construction plans for larger infrastructure, such transmission mains, booster stations, pressure reducing facilities, are submitted directly to WSD.

1 Privately funded projects are submitted to PDD for review process evaluation. PDD collects all fees due and passes the projects on to WSD for design review and processing.
2 All privately funded development and public Capital Improvement Program projects that are not in the public right-of-way must be reviewed by PDD for building code compliance.
3These projects must also include the prevailing jurisdictional agency’s development processing. |

Construction plans reviewed by the Water Services Department (WSD) are submitted to the WSD's Infrastructure Record Services Division counter, 200 W. Washington St., 8th Floor, Phoenix, AZ 85003.
