Target Growth Areas

Circumstances and infrastructure issues differ whether developing an infill or adaptive reuse project in an already established area or creating a new development in the North Gateway and Desert View Villages in the north and the Estrella and Laveen growth areas in the southwest. Each growth area of the City involves its’ own unique set of challenges and issues, depending upon:

  • what existing water and wastewater transmission lines are in place and what is the capacity of these lines,
  • the estimated and projected water and wastewater demand created by approved Site Plans /Construction Plans, approved master plans, and General Land Use Plan designations,
  • the topography and terrain of the area, and
  • water and wastewater treatment capacity available or needed to serve an area.

The current lull in development activity is being used by the City to plan for the challenges and opportunities associated with development. The City of Phoenix is – and will - work with developers, builders, property and business owners to resolve development related water and wastewater infrastructure issues.

While a large portion of the City’s expenditures in growth areas since 2000 have come from impact fees or development occupational fees, a large part of the costs were funded from bonds paid for by water rate revenue. Increasingly, this revenue will be needed to fund programmed environmental and rehabilitation projects, and this will likely mean that virtually all growth-related projects will have to be funded from development impact fees, development occupation fees, and developer contributions in the future. We will be posting updates regarding these issues as they arise, change and are resolved.
