Water Resources Acquisition (WRA) fees were adopted by City Council on August 30, 1989 (Ordinance G-3265) and they have been effective since April 1, 2001, per Section 30-4 Phoenix City Code. These fees were created to require new development to pay its proportionate shared of the costs to the city associated with providing water resources to new development. Fees are calculated by meter size and location of the proposed development within the city. Currently, the City is divided into three fee zones: WRA1, WRA2 and WRA3.

In 2008, The Phoenix City Council approved a plan to update the Water Resources Acquisition Fee Ordinance to reflect revised projections associated with the acquisition and deployment of new water supplies. The primary components of the plan are as follows:
- Phase-in fee increases over a 3 year period.
- 33 percent of the total increase will be effective on January 1, 2010
- 66 percent of the total increase will be effective on January 1, 2011
- 100 percent of the total increase will be effective on January 1, 2012
- Alter the fee zones by combining the North and South of Jomax Road water service areas to create a single Off-Project service area.
- Combine the Mobile Home and multifamily customer categories.
- Implement annual increases based on construction cost inflation as reflected in the Engineering News Record 20 City Construction Cost Index.
However, due to a moratorium enacted by the State of Arizona in July 2009, the above listed phasing-in of fees never occured.
