WA - King County Correctional Facility
Lobby (2 projects) - September 15, 2008
4Culture is seeking
an artist or artists from WA, OR, or BC
(Canada) that can make the experience
of visiting the King County Correctional
Facility lobby more enjoyable for the
hundreds of people that pass through it
each day. The building already includes
two major exterior integrated works: Martha
Schwartz’ Jail House Garden and
Benson Shaw’s Torus Torum. Both
were installed when the building was constructed.
ARTIST MADE SEATING ELEMENTS: Functional
seating elements that can improve the
legibility of reception functions, comfortably
accommodate conversation, and help bridge
the lobby’s disparate design elements
are desired to replace existing wooden
benches.
STAIRWELL & PEDESTRIAN WALKWAY: Integrated
low-relief sculpture, murals, large-scale
photographic prints, or light-based works
are desired to activate the main passage
between the first two floors of the building.
This includes open space on either side
of the facility’s public stairwell,
landing wall, and west wall at the top
of the stairwell facing an elevated pedestrian
walkway. Artists with experience addressing
a site-specific context and integrating
their works into an architectural environment
are encouraged to apply.
Desired artwork will honor the activities
of the jail, inspire hope, and introduce
a sense of humanity and care to the currently
chilly, institutional finish. Selected
artist(s) will be expected to coordinate
with personnel to determine security requirements.

SACRAMENTO,
CA - RFQ for a Pre-Qualified Artist Database
- extended to September 15, 2008
The Sacramento
Metropolitan Arts Commission (SMAC) invites
artists and artist teams to submit qualifications
for potential inclusion in a pre-qualified
artist database for upcoming public art
opportunities at the Sacramento International
Airport. The “Airport Art Program”
will provide opportunities for artists
to create permanently installed artwork
at various sites throughout the Airport
over the next four years.
ART
BUDGETS: It is anticipated that individual
public art project budgets will range
from $100,000 to one million dollars.
Eligibility Requirements: Professional
artists or artist teams residing in the
United States with experience in the design,
fabrication, and installation of public
artwork are eligible to apply to the pre-qualified
artist pool. Artists from Amador, Butte,
El Dorado, Nevada, Placer, Sacramento,
San Joaquin, Solano, Sutter, Yolo, and
Yuba counties are encouraged to apply.
AIRPORT
ART SITES: Opportunities for artwork will
vary from monumental to intimately scaled,
and from whimsical pieces to those that
are more serious and contemplative. The
commissioned artwork may address the architectural
scale of the building or may be experienced
on a more intimate and personal level.
Potential sites for artwork include the
central hall of the landside building,
including the ticket counter lobby and
the circulation area, the passenger concourse
and gate rooms, domestic and international
baggage claim areas, transfer station
connections, and the Airport entryway.
Other sites and art opportunities may
be identified as the program evolves.
All artists selected for the art program
will be encouraged to create unique, innovative
artwork that reflects Sacramento’s
stature as the State Capital and as a
thriving center for government activity,
cultural tourism and trade. All artwork
commissioned for the Airport must respond
creatively to the site, architecture,
and function of the Airport facilities.

GRESHAM, OR –
Center for the Arts Community Plaza -
September 17, 2008
The long term goal for the Gresham Center
for the Arts is for it to encompass four
distinct elements: (1) the Plaza which
is the focus of the first phase of the
project and will be flanked by large open
lawn areas until the buildings are constructed
over the next 3 to 10 years; (2) an Events
Center, a multi-purpose building with
a first-floor conference center/community
meeting place and second-floor black box
theater space; (3) a Proscenium Theater
for community performing arts events as
well as national touring acts such as
Broadway shows, comedy, music, magic and
dance; (4) the Festival Street on NE 3rd
Street, which runs along the north edge
of the site, and will be redesigned to
allow the plaza to flow out into the right-of-way.
The plaza will be under construction in
September 2008 with a completion date
of August 2009.
The Art
Committee is seeking one artist/team to
create multiple artworks for the north
end of the plaza that are inventive and
innovative interpretations of the arts.
Artists who work in any durable sculpture
media will be considered. Power, water
and drainage will be provided to the location
of the art. The use of these utilities
is at the discretion of the selected artist
and should not be viewed as an expectation
or requirement.

State multi-agency facility housing two
State agencies - The Department of Environmental
Quality (DEQ) and the Department of Human
Services (DHS) in Salt Lake City, Utah.
DHS serves a particularly vulnerable segment
of society, where the difficulties of
human experience play out in a public
policy stage. The work of DEQ to protect
Utah's environment benefits all citizens
by preserving essential elements of air,
water and land. Art that incorporates
these themes into the work will be well
suited for a building housing these agencies.

COLORADO
SPRINGS, CO - University of Colorado at
Colorado Springs Science and Engineering
Building - September 26, 2008
Qualifications are requested from artists
and/or artist teams interested in creating
a site specific public artwork for the
University of Colorado at Colorado Springs,
Science and Engineering Building.
PROJECT SUMMARY
The lobby of the Science and Engineering
Building is a spectacular three floor
entry atrium. The Art Selection Committee
requests that the artwork utilize this
entry location which will house a Foucault
pendulum (purchased separately by the
University). The Committee is looking
for art that is diverse in media and can
be integrated into this space. The artwork
should engage in a dialogue with the pendulum
as well as articulate the nature, aspects,
or mysteries of the scientific disciplines
located in the building. Lighting is important
on this campus and should be considered
as an element of this artwork. This project
will need to be fast tracked once awarded
to the artist, so please do not apply
unless you could complete the project
in the spring of 2009.
BUDGET
$90,000 is available for all related expenses
of this Public Art commission including
artist fees, fabrication, insurance, shipping,
travel, installation, documentation, etc.
ELIGIBILITY
The Colorado Council on the Arts is committed
to ensuring the broadest possible impact
of its limited resources. The Program
is open to all artists regardless of race,
color, creed, gender, gender variance,
national origin, age, religion, marital
status, political opinion or affiliation,
or mental or physical handicap although
certain projects may be limited or give
preference to those residing in Colorado.
This call is open to all U.S. artists.
An artist with an existing public art
contract with the Colorado Council on
the Arts is not eligible to accept another
Art in Public Places project until the
current contract is substantially complete.

ORLANDO,
FL - Five Recreation Centers and One Gymnasium

The Orange County Public
Art Review Board seeks one or more artist(s)
or artists’ team(s) to develop artwork
for one or more new public structure(s)
that will embrace the community with high
energy, healthy feelings of fun and interactivity.
There are six projects. Five of them will
be Recreation Centers - self-contained,
new buildings that include a gymnasium
as well as other recreation opportunities.
They each have $50,000 public art budgets.
A sixth project will add a gymnasium to
an existing recreational facility in an
established community. It has a $35,000
public art budget.
The Public Artist Selection Panel seeks
one or more artists to create site-specific
work to be displayed on or integrated
into the walls, floors, windows, courtyards
or exterior area (free-standing art).
The exterior plaza and the entry lobby
are the primary locations to be considered
for public art although other options
are available as noted above.

CALGARY,
ALBERTA (CANADA) – Calgary Zoo -
October 10, 2008
The Calgary Zoo’s
existing Conservatory, originally constructed
in the 1960’s, will be completely
re-built over the next year. When complete,
the new ENMAX Conservatory will be a model
of sustainable design and the first entire
conservatory complex to be certified LEED
Gold in North America. Construction of
the ENMAX Conservatory is scheduled for
completion in October, 2009. The
Calgary Zoo is commissioning a work of
public art to be permanently installed
near the main entry of the ENMAX Conservatory.
The site is prominently located adjacent
to Discovery Trail and will become a favourite
meeting point for Zoo visitors. A budget
of $125,000 has been set aside to create
this unique piece of public art.
GOAL
OF THE PROJECT: To foster garden identity
and theme by highlighting the main entrance
to the ENMAX Conservatory and the Dorothy
Harvie Gardens.
OBJECTIVES: To develop a focal point that
creates a sense of entrance, a meeting
place and an interface between the ENMAX
Conservatory and the Dorothy Harvie Gardens.
To create a focal point that represents
one or more of the following: both the
indoor and outdoor gardens at the Zoo,
a celebration of the new “green”
environmental technologies in building
construction and operation, and an acknowledgement
of its position within the Zoo environment
by celebrating plant and animal life.
PUBLIC ART OPPORTUNITY: To create an outdoor
art piece that enhances the entrance to
the ENMAX Conservatory while representing
the Zoo, the horticultural setting in
which it sits and the environmental and
conservation goals of the organization:
must meet the needs of all seasons, needs
to withstand the impacts of more than
1.2 million annual visitors of all ages,
ideally would be interactive and hands-on
to reflect the Zoo’s goal of providing
interactive experiences. The Calgary Zoo
is open to consideration of all innovative
ideas and the guidelines provided in this
document should not limit the creative
process.
ELIGIBILITY: The Calgary Zoo ENMAX Conservatory
public art project is open to all interested
artists. However, the stated budget of
$125,000 must include all travel expenses
associated with the project.

Artists selected for inclusion in the
4Culture Artist Registry are pre-qualified
for a variety of public and private art
commissions. Project budgets range from
$10,000 to $1 million. The Registry is
featured on the 4Culture website and widely
utilized by public agencies, design professionals,
and private developers. This volume will
be operational for three to five years.
All three categories are open to professional
artists residing in the United States.
Applicants may compete in one or more
of the three categories Parts, Sites,
and Plans by completing separate applications.
Artists previously included in the 4Culture

PARTS:
Artists most competitive in this category
will be making functional or decorative
building parts. Some examples of building
components created by artists include
forged metal gates, railings and grilles;

terracotta door surrounds and carved brick
details; banners, benches; tree grates
and man-hole covers.
SITES:
Artists most competitive in this category
will be experienced in creating site-specific
artwork integrated into architectural

should have a desire and ability to work
collaboratively with other design professionals,
community and construction trades. All
media accepted, completed project experience
required.
PLANS:
Artists most competitive in this category
will be professional artists residing
in the United States with experience developing
public art plans and working in design
team collaborations. The successful candidate
will excel in conceptual thinking; be
proficient in reading and evaluating architecture,
engineering and construction documents;
and have strong writing and communication

UT - Uintah Basin Applied Technology College
(UBATC) / Utah State University (USU) building
- October 30, 2008
The Utah Public Art Program is requesting
a letter of interest and qualifications
from artists and/or artist teams interested
in creating site specific artwork(s) for
the new Uintah Basin Applied Technology
College (UBATC)/Utah State University (USU)
building in Vernal, Utah.
BUDGET: $81,000.
This
state building project is a unique partnership
between the Uintah Basin Applied Technology
College (UBATC), Utah State University (USU)
and the community as a whole. The buildings
will primarily offer career and technical
programs through UBATC and academic courses
through USU. It consists of a Classroom
and an Industrial Technology building which
are connected by a glass pedestrian corridor.
This project, which is currently under construction,
will be the first building on this new higher
education campus and is scheduled to be
completed in July of 2009.
The artwork
for this facility should reflect the unique
character of the site, the community,
the strong push and demand for energy
development technologies in this community
and the unique collaborative nature of
education being offered here. The Artist
can look to the site, the strength of
the community, the history of Vernal,
the Architecture of the new building,
but most importantly to the student that

ID – White River State Park - December

White River State Park in Indianapolis,
Indiana is pleased to announce that it will
continue to support an outdoor sculpture
exhibition program. The primary purpose
of this program is to enhance the artistic
and cultural opportunities within the state.
It is our hope that residents and visitors
to Indiana's capital city will appreciate
and become engaged in the visual dialogue
initiated by selected contemporary sculptures.
Each cycle the Park has continued to make
changes to the program. The program is now
open to any sculptor in Indiana or the Midwest
and the Commission will pay up to a maximum
of $1000 to help with transporting the sculpture
to and from Indianapolis (mileage and receipts
must be provided). In addition, the Park
has this year increased the honorarium to
$5000.
At least six, large-scale exterior sculptures
reflecting diversity of materials, approaches
and content will be exhibited on the Old
Washington Street Bridge (now a pedestrian
walkway connecting venues on the east and
west sides of the river) in White River
State Park. The Park is the only urban state
park in the country and is located in the
heart of downtown Indianapolis. The New
York Times has referred to the Park as “Indianapolis’
version of the Mall in Washington.”
In addition to acres of green spaces the
Park is home to seven major tourist attractions.
Over three million people visit the Park
each year.
The work must be constructed of materials
able to endure the conditions of an outdoor
exhibition. The sculptures must be suitable
for public display and not present safety
issues.
ELIGIBILITY: Artists must be 18 years or
older. Must currently live in the Midwest.
(Proof of residency MAY be required.)
BUDGET: Each selected artist will be awarded
a $5,000 honorarium for his or her participation.
In addition, the Park will pay up to a maximum
of $1,000 in expenses to help transport
the sculpture to and from Indianapolis (mileage
and receipts must be provided) and the installation
and removal of the piece from the Park.
White River State Park carries property/physical
limited insurance on the sculptures only;
however, you must also insure the sculpture
for any damage that may be incurred by weather
or other acts of God. The Park will provide
assistance for installation and dismantling.
Artists will receive exhibition brochures
and sign recognition near the sculpture.
SCHEDULE:
•Electronic images on a CD of pieces
of art available for the exhibition must
be postmarked no later than December 1,
2008
•Selected artists will be notified
by the end of the year
•Installation of work must be completed
by April 17, 2009
•Exhibition ends March 2011
