To perform any blasting or shoot any fireworks within the City of Phoenix you must first obtain a City of Phoenix Fire Department Certificate of Fitness.
Additionally a blasting site permit and a pyrotechnics shooting permit are also required for each site. For more info here.
Below are the registration procedures for obtaining both a blasting and a fireworks Certificate of Fitness.
Blasting
To obtain an individual certificate of fitness to blast you must provide a completed application, driver's license copy, birth certificate copy, ATF&E clearance copy, meet the minimum qualifications for age and experience and provide 3 letters of recommendation from past or present blasting company owners. Upon sucessful completetion of the test, interview and background check you will recieve a Phoenix Fire Department Certificate of Fitness. The registering company must have a valid Arizona Registrar of Contractors’ License on file or submitted with the application. A notarized Hold Harmless Clause updated annually must be on file or submitted with the application.
Per the International Fire Code w/Phoenix Amendments: Blasters. Blasters shall be a minimum of 21 years of age and shall require a minimum of two years experience in the conduct of blasting operations. Experience shall include the understanding of blasting designs, drilling of holes, loading of holes, decking, stemming, and wiring methods. Military experience in blasting does not qualify as blasting experience under the fire code.
This permit allows companies to do business in the City of Phoenix and is valid for 1 year. The permit fee is $135.00 and is paid to the City of Phoenix. There is a 30 day grace period for nenewals, beyond that a full application and re-testing will be required. Renewals are $135.00
Fireworks
To obtain an individual certitificate of fitness for pyrotechnics shooting you must provide a completed application (download above), driver's license copy, birth certificate copy, meet the minimum qualifications for age and experience, sucessfully pass the test and provide 3 letters of recommendation from past or present pyro technic company owners. Upon sucessful completetion of the test, interview and background check you will recieve a Phoenix Fire Department Certificate of Fitness.
Per the International Fire Code w/Phoenix Amendments: Pyrotechnic Operator, outdoor fireworks. Pyrotechnic operators shall be a minimum of 21 years of age, The applicant shall require two years of active training with a licensed Outdoor Fireworks Pyrotechnic Operator, and the applicant shall have participated in the setting up, loading, and firing of outdoor fireworks in not less than eight electric or manual outdoor fireworks displays.

Certificates of Insurance
The Certificate shall be issued by an insurance company authorized to transact business in the State or Arizona, or be named on the List of Unauthorized Insurers maintained by the Arizona Department of Insurance. The following information shall be identified:
- The contractor shall be named as the insured. If the insurance is provided by an individual, company or partnership other than the contractor, the contractor shall be named as an additional insured.
- "The City of Phoenix, a Municipal Corporation, its agents, employees and volunteers" shall be named as an additional insured and Certificate Holder.
- A minimum of $1,000,000.00 general liability limits, including contractual liability policy shall be provided for the following activities:
- 3.1 Storage or use of explosive materials
- 3.2 Conduct of pyrotechnic displays
Site Permits
To obtain a pyro technics shooting permit or a blasting permit the following must be provided:Pyro Site Permit

- Appropriate fee
- Current certificate of fitness card holder's name and card number
- Insurance for the shooting company must be on file or provided
- For blasting a Federal Explosives license must be on file or submitted with the application
