5.1 Improving fee calculations

The City of Phoenix realizes that how we calculate impact fees can be difficult to understand at first. The Planning Department is continuously striving to make the impact fees easier to understand and calculate without compromising the fairness of the system. The department will be updating plans in the coming years with the primary goal of simplifying fee calculations.

5.2 New Infrastructure Financing Plans

According to Section 29-6 of the City Code, the Planning Department shall recommend a schedule for the preparation of infrastructure financing plans for each of the villages in the General Plan, or other areas as may be designated by the City Council. Eventually, these areas will have impact fee studies to assist with the construction of capital facilities. The only remaining villages with large areas lacking these facilities and without infrastructure financing plans are Maryvale and South Mountain. Deer Valley has a plan, but at the current time it is restricted to the northern-most part of the village and could be expanded to include a much larger area that still requires infrastructure. Although no date has yet been scheduled for the preparation of these plans for Maryvale or South Mountain, or for the expansion of the Deer Valley Village plan's boundaries, the implementation of impact fees in these areas should be anticipated for the future.
