CITIZENS CORPS COMMITTEEPursuant to A.R.S. Section 38-431.02, notice is hereby given to the members of the CITY OF PHOENIX CITIZENS CORPS COMMITTEE and to the general public, that the PHOENIX CITIZENS CORPS COMMITTEE held a meeting on Thursday, September 25, 2008, at 2:00 p.m located at the 12th Floor East Conference Room, Phoenix City Hall, 200 West Washington Street, Phoenix, Arizona. The results of the meeting were as follows:

1. Call to Order
Chairman Dave Siebert called the meeting to order at 10:05 a.m.
2. Review and Approval of the Minutes from the March 22, 2007 Meeting
Art Othon made a motion to approve the minutes as written. T.J. Martin seconded the motion. The motion passed unanimously.
3. Update and Discussion on Fire Corps Designation
Don Peyton updated the committee members on the Fire Corps certification. He stated the Fire Department program was certified in September 2007. Mr. Peyton explained that the Fire Corps mission is “to enhance the capacity of volunteer, career and combination fire and EMS departments through the use of citizen advocates. Fire corps provides resources for departments to utilize citizen advocates in non-operational roles thereby promoting the fire and emergency services within the community.”
4. Update and Discussion on Fire Corps Training
Mr. Payton stated that the Fire Corps program currently includes cadets. He explained that the Cadet Program was established in 1975 and provides EMS training, work experience, training in basic firefighter skills, and volunteerism in the community. Mr. Peyton stated that Cadets must be 16 years of age, and are required to volunteer 34 hours every three months. He added they are also required to attend the Fire Corps meeting on the 1st and 3rd Monday night of each month. He also added that there are currently 61 active Cadets and interviews for 20 new applicants will be held in December, and that over the last year Cadets have volunteered over 6,000 hours. He added that approximately 50% of the Cadets become Fire Department recruits.
Mr. Peyton added that reimbursement for training is an issue, in that the training for cadets does not currently meet federal criteria for grant funded reimbursement. He added that 2005 SHSGP funds have been used up until now, but that a justification of funding has been requested for subsequent grant cycles. He added that there is currently a $5,000 shortfall for funding the program. He further stated that there is a statewide program currently in development and that Phoenix is not the only jurisdiction experiencing problems with reimbursements for training from the grant funds.
Chairman Siebert asked that Mr. Peyton keep the committee apprised of the issue and that it be added as a discussion item for the next meeting.
5. Update and Discussion on Fire Corps Equipment
Mr. Peyton provided an overview of equipment obtained through the Fire Corps Cadet program. He stated that the program has received 75 new blue fire helmets and 75 EMS fanny packs, 50 of each have been issued to active Cadets. Funding for the equipment was made possible through the 2006 grant funds.
6. Review, Discussion and Approval of Deployment Pledge
Mr. Peyton explained that the Deployment Pledge was developed by the Central Region over the last three years, and that it was recently adopted by the State Citizen Corps Council. He added that it was also written into the 2007 State Emergency Response Plan. He further stated that the document had been reviewed by the city attorney and was determined that there are no issues.
Mr. Andrews moved to approve endorsement of the Deployment Pledge document. Mr. Othon seconded the motion. The motion passed unanimously. Chairman Siebert signed the document on behalf of the Phoenix Citizen Corps Committee.
7. Update and Discussion on CERT Grants
Mr. Peyton provided an overview of the current status of the CERT grants.
Mr. Peyton stated that there is approximately $8,000 remaining for the SHSGP 2005 grant cycle. He stated that the money must be spent by November 30th and will be spent on purchasing equipment, to include fans, portable A/C units, cots, blankets, and tents. He added that there are currently three caches of equipment located in the east valley, central valley, and west valley.
Mr. Peyton stated that the 2006 SHSGP grant is in process for City Council approval. 2006 funds will be spent on additional equipment to help fill the gap for current equipment needs, including handheld radios, mounted and portable repeaters, computers, generators and solar panels.
Mr. Peyton stated that the SHSGP 2007 funds are for training only.
Chairman Siebert asked if the program had considered pursuing military surplus vehicles for disaster response. He added that the military often donates surplus vehicles. He suggested that this issue be added as a discussion item for the next meeting and that the Fire Department should determine what’s available and seek approval from Fire management to pursue. Commander Martin stated that he would put Mr. Peyton in touch with the Police Department’s special vehicle detail, which has experience in procuring military surplus vehicles for the police department.
8. Update and Discussion on Equipment
Mr. Peyton stated that at the next meeting he will provide an inventory of equipment as well as what is still needed. He added that he will look at federal surplus options for some of the equipment needed like generators.
9. Update and Discussion on CERT Training
Mr. Peyton stated that CERT training has been primarily conducted at the airport. He stated that there have been three classes, and one class a month scheduled through the rest of the year. He stated that it has been very successful and well-received. He added that the State still needs to approve the roster of classes for continuing education, but that the Federal agency has already approved it.
Mr. Peyton added that discussions are still continuing about CERT and Fire Corps reimbursement for training. He indicated that there is still disagreement between the City and the State regarding the rate of pay to be reimbursed for instructors. Mr. Peyton suggested that it may be easier to get reimbursement under the 2007 grant funds that go through the State Department of Homeland Security instead of the County Emergency Management. He stated he would provide an update to the committee at the next meeting.
Cmdr. Martin stated that there have been inquiries about CERT training for Block Watch groups and Phoenix Neighborhood Patrol participants. Mr. Peyton responded that the only requirements to hold a class is to have 15 registered participants. He added that they have provided CERT training to community groups at community centers, schools and other public facilities. He added that the only challenge with training is that it is a 20-hour course and some people have trouble making a full commitment. He added that they have added two “train the trainer” courses to help roll out the training to a wider audience without incurring additional costs.
10. Future Agenda Items
Mr. Peyton suggested the following updates for the next meeting:
· Equipment, training and grant status
· Update on discussion with State regarding reimbursement
· COPS update
Chairman Siebert also requested information on acquiring military surplus vehicles for the CERT program. He also requested information on the Citizen Corps participation in the TOP OFF exercise.
The next meeting will be held on Thursday, November 15 instead of November 22 due to the Thanksgiving holiday.
