Airport Contracting Policy

A - General Airport Contracting Policy

As of the date the RFP or RFQ is issued, the Airport contracting policy is in effect. Except as provided below, all Respondents, including Respondent’s agents, employees, representatives, lobbyists, attorneys, proposed partner(s), subconsultant(s), subcontractor(s), joint venture(s), member(s) and sublease partner(s) (collectively the “Respondent”) will refrain, under penalty of the Respondent’s disqualification, from direct or indirect contact for the purpose of influencing the selection or creating bias in the selection process with any person who may play a part in the selection process, including the evaluation panel, City Council, City Manager, Assistant City Manager, Deputy City Managers, program staff, department heads, and the Phoenix Aviation Advisory Board (PAAB). This policy is intended to create a level playing field for all potential Respondents, assure that contract decisions are made in public, and to protect the integrity of the RFP or RFQ process.

B - Contact with Phoenix City Council

This policy is not meant to preclude Respondents from discussing their RFP or RFQ with one or more members of the Phoenix City Council, provided such meetings are scheduled through the Phoenix City Clerk’s office, conducted in person at 200 West Washington, and are posted as open meetings with the City Clerk at least twenty-four (24) hours prior to the scheduled meeting. The Clerk’s posting shall include and detail the participants, the subject matter and shall invite the public and press to participate. No contacts made by telephone, other than to schedule a public meeting, are permitted, and copies of contacts made via letter, fax, e-mail or other written method shall be made available to the public, press, and all Respondents.
