Sky Harbor Seeks Community Input in Airport Concessions Disparity Study
Phoenix, AZ – Phoenix Sky Harbor International Airport is strongly encouraging community input in its first ever Airport Concessions Disparity Study. The study will assist the Airport in administering an Airport Concessions Disadvantaged Business Enterprise (ACDBE) program. This will ensure opportunities for eligible ACDBE businesses to compete for and participate in concessions opportunities and management contracts at Sky Harbor, such as Airport shops and restaurants, and parking management contracts.
The City of Phoenix owns and operates Sky Harbor. Because the Airport receives federal funds, the federal government requires Sky Harbor to ensure that its ACDBE program complies with federal regulations concerning ACDBE participation. This study is one of the mechanisms that can be used to meet this federal mandate. When completed in mid 2008, the City of Phoenix will use the study to ensure that Sky Harbor’s ACDBE program meets regulatory requirements, is constitutional and legally defensible.
This study is confined only to Airport concession and Airport management contracts, and not to construction or professional services.
Over the next several months, Sky Harbor will be asking for community assistance and input in the following ways:
- Helping the Airport identify individuals who may have information, experience or interest related to the Airport concessions program;
- Attending public meetings and participating in surveys to receive and share information that will be considered in the study;
- Providing information on the effects of discrimination on opportunities for Airport Concession Disadvantaged Business Enterprises;
- Including information about the Disparity Study in community, trade association and business association newsletters and on Web sites.
The City of Phoenix has hired Exstare Federal Services as its consultant to conduct this study. Community members who can help provide this valuable information and input to Sky Harbor are encouraged to e-mail nkwest@exstarefederalservices.com.

Date Set for First Public Hearings for Sky Harbor Concessions Disparity Study
Phoenix, AZ – Phoenix Sky Harbor International Airport will host the first public hearings on its Airport Concession Disparity Study Wednesday, Nov. 14. In order to accommodate the maximum number of participants, the Airport is hosting two sessions on that date; one at 1 p.m. and one at 5 p.m. Here are the details:
Date: Wednesday, Nov. 14, 2007
Time: 1 p.m. and 5 p.m.
Location: Terminal 3, Phoenix Aviation Advisory Board conference room. Park in the Terminal 3 garage (parking will be validated). Enter on level 2. Proceed past the shops and escalators and take the elevator next to Dick Clark’s American Bandstand Grill to level 3. Follow the signs to the Phoenix Aviation Advisory Board conference room.
These public hearings will assist Sky Harbor in gathering information from businesses, concessionaries and other community members about Phoenix Sky Harbor International Airport’s concession program and concessions business markets.
The Phoenix Aviation Department is asking those who wish to speak to register in advance by calling (602) 273-4334. Participants are also welcome to submit written testimony.
Information obtained at the hearings for this Study will assist the Airport in determining whether its Airport Concessions Disadvantaged Business Enterprise (ACDBE) program affords equal opportunities for eligible ACDBE businesses to compete for and participate in concessions opportunities and management contracts at Sky Harbor.
