District 1 Office Staff

The District 1 staff is here to serve the needs of residents. We answer questions, refer residents to city departments and take suggestions from residents. Please do not hesitate to call or e-mail us at any time.

Judy Lorch, chief of staff
Judy is new to the Phoenix City Council office. Previously, she was employed by the Maricopa County Sheriff for 28 years and retired as the Substance Abuse Treatment Programs Administrator. She has a master’s degree in Forensic Psychology. Judy is excited to have the opportunity to work with the City Council and Mayor’s staff members and to serve the citizens of Phoenix, especially those in District 1.

Angela Sulfaro, research analyst

Angela Sulfaro is a native Phoenician who holds degrees in both Anthropology and Women and Gender Studies from Arizona State University. She currently volunteers for a local non-profit, Girls For a Change, which strives to educate inner-city girls about social action.  As a research analyst, Angela looks forward to helping District 1 residents navigate our city services as well as interacting with the public.

Martha Espindola, administrative coordinator
Martha Espindola has been serving the residents of District 1 for more than nine years. As the administrative coordinator for the office, Martha handles all scheduling for Councilwoman Williams. She is often the first voice someone hears when they call the office. Martha is a lifelong resident of Phoenix.
