Deputy City Manager Toni Maccarone joined the City Manager’s Office in 2014.  Throughout her 25-year career with the City, she has worked as Chief of Staff to Mayor Phil Gordon, Director of the Communications Office, and Public Information Officer for the Phoenix City Council.

Toni also currently serves as chairwoman of the Phoenix Medical Expense Reimbursement Plan Trust Board, is the executive team representative on the City of Phoenix Employees Retirement System (COPERS) board and the City’s Health Care Task Force, and served for more than four years as chairwoman of the Phoenix Police and Fire Pension Boards.

Prior to joining the City of Phoenix, Toni worked in the private sector for two, locally owned public relations and advertising agencies. She has earned numerous awards throughout her career, including two Rocky Mountain Emmy Awards and the Percy Award, which is the highest honor presented by the Public Relations Society of America Phoenix Chapter.  She also held many positions in PRSA Phoenix, including Chapter President.

Toni earned a Bachelor of Science degree in Journalism from Arizona State University and holds an Accreditation in P​ublic Relations (APR), a credential that recognizes practitioners who have mastered the knowledge, skills and abilities needed to develop and deliver strategic communications. She resides in Phoenix with her amazing husband, Paul, and fantastically fun​ Welsh Corgi, Sam.​
