Legislative Consultants

Consultants play an important role in the city's state and federal legislative strategy. They help city departments identify grant opportunities and successfully pursue grant funding that supports important city services and projects.

The city's federal legislative consultants have offices in Washington, D.C. and represent the city face-to-face with the elected officials and agencies who make decisions about federal funding that directly affect crucial city programs and services. The city's state legislative consultants help the city to impact legislation at the state level and protect state shared funding for important city programs that benefit the community. Each of the city's consultants provide expert service in focused issue areas, such as community development, water/environment, transportation and public safety.

The city currently contracts with five firms at a total cost of $617,000 annually, which is shared by multiple city departments.

Federal Consultants

  • HROD, Inc., John R. O'Donnell ($80,000) - Community Development
  • Holland & Knight, LLP ($285,000) - Public Safety, Transportation, Water/Environment

State Consultants

  • Ballard Spahr LLP ($108,000) - Public Safety, Criminal Justice
  • The Aarons Company LLC ($54,000) - Aviation
  • R&R Partners Government and Public Affairs ($90,000) - Water/Environment

The Office of Government Relations oversees citywide grant coordination. In FY 2011-12, the city received $168,098,335 in grant funding, consisting of:

  • $81,252,853 in federal funding (not including ARRA funds)
  • $79,277,469 in state funding
  • $4,848,688  in other funding
  • $2,675,325 in private funding
  • $50,000 in tribal 12% gaming funding

The city of Phoenix has also received $490,807,417 in ARRA grants.
