As of August 25, 2023, the City of Phoenix Human Services Department has exhausted all Emergency Rental Assistance (ERA) Program funding.  For other rent and utility assistance resources, please contact the Human Services Department (HSD) through an on-line application portal at phoenix.gov/phxhelp4u or through the Central Intake Line at (602) 534-AIDE (2433), Monday through Friday 7:00 am to 6:00 PM.  You may also contact the Arizona Department of Economic Security (DES) at https://era.azdes.gov/ or https://des.az.gov/liheap for utility assistance.

​​​​Emergency Rental Assistance (ERA) Program 

City of Phoenix ERA program funding will be exhausted this month (July 2023) and all applications will not receive services. Existing applications will be processed in the order of when all required documentation was received. The City strongly encourages residents still in need of rental and utility assistance to explore other options and resources available within the coummunity. 

The Eviction Assistance Line will also be discontinued effective July 14, 2023. Future emergency appointments may be made through the on-line application public portal or through the HSD Central Intake Line. If you are still seeking rent or utility assistance after July 14, 2023 community resources have been listed below for your further information.

          What can these funds pay for?

          • Rent, including late fees
          • Utility bills, this includes electric and gas
          • City Services bills, this includes water and trash

          What are the payment amounts?

          • Rental Arrears – up to 12 months of assistance, including arrears and late fees. (residents in subsidized housing must have a rental obligation to qualify for rental assistance)
          • Forward Rent – residents may qualify for up to 3 months forward rent once past due or arrears are paid in full, and if the household is unstable
          • Utility Bills (electric and gas) arrears and credits
          • City Services Bill (water) arrears and credits
          ​I am a landlord, can I apply for tenants behind on rent?

          Yes, landlords may apply with the tenant's permission. ​
