​​​​Information Technology Services (ITS) is an innovative technology partner to 34 departments delivering outstanding public services to 1.7 million residents. Everyday, ITS supports the City of Phoenix's complex ​​systems of networks as well as the technology needs of 15,000 employees. City services include business analytics, maps and GIS, projects, telecom services and web applications. ​With more than 350 IT personnel working across the city, the departmart is proud to provide strategy, solutions, security and support for the fifth largest city in the United States. ​​

Our Leadership Team ​

Chief Information Officer (CIO)

Matthew B. Arvay is Chief Information Officer for the fifth largest city in the U.S. Since 2017, he has led major overhauls to grow Phoenix’s IT infrastructure and culture. His responsibilities extend to IT management over Aviation, Police, and Fire. Serving in executive IT leadership for more than 17 years, Arvay was instrumental in bringing the highest capacity subsea cable to cross the Atlantic and the first to connect the nation to southern Europe as Virginia Beach CIO. As an awarding-winning CIO, he was named to the 2019 Business Transformation 150 list, which recognizes the top global executives leading innovative business transformation efforts in their organizations. Arvay was also honored as a 2020 finalist for the Arizona CIO of the Year ORBIE awards.
