Teaching kids to swim is one of the three pillars of water safety and the city's Parks and Recreation Department teaches learn-to-swim classes for thousands of kids each summer. Councilwoman Pastor talks with the Aquatics Supervisor Becky Hulett about the city's learn-to-swim and lifeguard training programs.
