Vice Mayor Pastor’s Statement on the Investigation of Changes to Police Operations Order 4.48Vice Mayor Pastor’s Statement on the Investigation of Changes to Police Operations Order 4.48<div class="ExternalClass7A6A418983BD4EF099B975DD0CB92C64"><p>​Today's determination by Attorney General Mark Brnovich upholding the lawfulness of recent changes to Phoenix Police Operations Order 4.48 is a validation of justice and an example of the strength of the rule of law.</p><p>As a councilmember who worked extensively on considering the much-needed upgrades to the order, I feel especially vindicated by the results of this investigation. During the process to make changes to the order last spring, it quickly became apparent after hearing from the public how the protection of the rights of all Phoenicians were paramount in its improvement. The changes that were accomplished achieve and enhance such safeguards. Furthermore, they were not created impulsively, but were carefully and deliberately thought out based on citizen input and an examination of best practices from other jurisdictions around the state.</p><p>Operations Order 4.48 seeks to defend and protect our community's most innocent residents: victims and witnesses of crimes, and the students within our schools. Attorney General Brnovich's opinion is a justification and prioritization of the need for such protections, as well as an assertion of its compliance to state, federal, and local laws.
