Councilman DiCiccio's Third Statement on Police ContractCouncilman DiCiccio's Third Statement on Police Contract<div class="ExternalClass2954D81C7BF1496EB6D64DFD3FE75D7B"><p>​<strong>Dr. Whitaker Withdraws Phoenix Police Department Sole Bid Training Contract: </strong></p><p><strong>Good for the City of Phoenix Citizens and Taxpayers;</strong></p><p><strong>Bad for the City of Phoenix Sole Source Bid Process</strong></p><p><em>Controversy over ASU Professor's plagiarism charges and rushed sole source bid process drive withdrawal.</em><em>  </em></p><p>Dr. Matthew Whitaker's admission to plagiarism charges were not revealed to the Phoenix City Council when it approved the "Cultural Consciousness Training" contract at a City Council Meeting on May 13, 2015.
