I have long advocated that Phoenix needs to prepare for the future and design our streets to encourage walking, bicycling and other alternative modes of transportation. Most importantly due to an increase of pedestrian deaths in our city, we need to make our streets safer. Complete Streets achieves all of these goals. Passage of this pilot program will allow for a limited implementation of the guidelines and a smooth transition to the use of the guidelines throughout the city. Making our streets safer and friendlier to all users is something Phoenicians can agree on. In fact, this unity is demonstrated in today's bi-partisan vote to adopt the guidelines. When Phoenix voters passed our 35-year transportation plan three years ago, they expected that funding for all forms of transportation would be implemented through the thoughtful design of our infrastructure.
