Holm's background includes more than 30 years of experience in law and litigation in municipal, commercial, construction, aviation, architectural, engineering and environmental law matters.</p><p>Holm has extensive experience with cities and towns throughout Arizona.  He has served as outside counsel to the city of Phoenix on high-profile and successful cases involving construction and contracting claims.  In addition, Holm has served as general counsel for the Phoenix, Mesa Gateway Airport Authority, negotiating contracts with federal agencies, providing representation at public meetings and resolving conflicts among federal, state and local agencies.  </p><p>"Mr. Holm is a dedicated professional with decades of legal experience in critical municipal issues that affect our community at every level," said Ed Zuercher, Phoenix city manager.  "I believe his local historical knowledge and understanding of government law will serve the best interests of the city."</p><p>Holm will oversee the city's Law Department, a staff of approximately 200, including both the attorney and prosecutors offices, and will provide legal advice to the city council, departments and advisory boards.  </p><p>"Over the years, Phoenix has entrusted me with the most exciting opportunities of my career," said Holm.  "I'm thrilled to serve as city attorney.  The city's legal staff is experienced and committed to provide top-notch legal services, and I look forward to this new role." </p></td></tr></tbody></table><p>Holm holds a Juris Doctor from J. Reuben Clark Law School, Brigham Young University (BYU) and a bachelor of arts in political science from BYU.  He was a recipient of both the Harry S. Truman and Edwin S. Hinckley scholarships.
