The Parks and Recreation Department is recruiting instructors to provide classes and programming at its citywide facilities. Instructors help to provide a variety of programs that are offered to youth and adults of all ages.
Becoming an instructor with the Parks and Recreation Department is an easy
two-step process. Once completed, individuals are placed on a list of eligible instructors. The department's programming coordinators utilize that eligibility list when creating the programs that are offered at recreation facilities citywide.
Follow the process outlined below. First, register as a Qualified Vendor with the City. Second, participate in the Parks and Recreation Department's annual instructor solicitation process.
Step 1: Become a registered vendor through procurePHX

procurePHX web portal to receive notifications regarding
Step 2 of the application process. Registering with
procurePHX is required to be considered for future opportunities. Be prepared to provide the following:

Social Security Number (SSN)
Or Employer Identification Number (EIN or FEIN), if you are enrolling as a business.
Tax Jurisdiction Code
You will be provided a list of options to select from. Generally, the Tax Jurisdiction Code will be determined by your address.
Attach Completed W-9 IRS Form

Product Category Number
A list of options will be provided, scroll down and select Product Category #924420000 for "Instructors, Classes for the Public."

After successfully completing
Step 1, you will receive a "congratulation" e-mail stating you are a registered vendor with the City of Phoenix. However, completing only Step 1 does not make you eligible to instruct classes with the Parks and Recreation Department. Additionally you will need to complete
Step 2 by responding to the annual solicitation for the inclusion on the Parks and Recreation Department's "Qualified Vendor List (QVL)". The
QVL solicitation is generally made available to interested vendors once a year, in the spring or fall.
Step 2: Respond to the annual solicitation for inclusion on the Parks and Recreation Department's
Qualified Vendor List (QVL)
Generally once a year, in the spring or fall, the Parks and Recreation Department issues a solicitation for vendors to be included on the department's
Qualified Vendor List (QVL). Inclusion on the
Qualified Vendor List (QVL) is required for all contracted class or program instructors.
Qualified Vendor List (QVL) solicitation will be posted on the
City of Phoenix's solicitation webpage, as well as on this webpage, whenever submissions are being accepted. Each solicitation will provide specific minimum requirements and detailed information about what is required for submission.
To ensure that you don't miss your opportunity:
When completing Step 1 remember to use a valid and regularly used e-mail address.
When applying to the
QVL solicitation, ensure that you follow all submission instructions and provide all requested information listed in the solicitation's submittal section.
Submit your proposal by the date and time specified. Late submissions will not be accepted.
Once your application has been received, reviewed for minimum qualifications and accepted by the City, you will be included on the Parks and Recreations Department's
Qualified Vendor List (QVL), making you eligible to be contracted as a class instructor by the Parks and Recreation Department.
Step 2: QVL Solicitation Process Not Open
Remaining on the Qualified Vendor List (QVL) is not permanent. To remain on the list, it is recommended that you re-apply each time solicitations are being accepted.
