Steps for Becoming​ a Program Instructor:​

​Becoming an instructor with the Parks and Recreation Department is an easy two-step process.

Step 1: Register to become a vendor with the City of Phoenix Step 2: Respond to an upcoming solicitation to be included on the Parks and Recreation Department's Qualified Vendor List (QVL).​​​




Step 1: Register to become a vendor with the City of Phoenix

Register through the City of Phoenix's procurePHX web portal to start the process. Registering with procurePHX is required to be considered for future opportunities. Be prepared to provide the following:​​

Name
Or registered business name, if you are enrolling as a business.

Social Security Number (SSN)
Or Employer Identification Number (EIN or FEIN), if you are enrolling as a business.

Tax Jurisdiction Code
You will be provided a list of options to select from. Generally, the Tax Jurisdiction Code will be determined by your address.

Attach Completed W-9 IRS Form
Only PDFs may be attached.

Product Category Number
A list of options will be provided, scroll down and select Product Category #924420000 for "Instructors, Classes for the Public."



Complete Step 1: Register to become a vendor with the City of Phoenix

Please Note:
After successfully completing Step 1, you will receive a "congratulation" e-mail stating you are a registered vendor with the City of Phoenix. Completing only Step 1 does not make you eligible to instruct classes with the Parks and Recreation Department. You will need to complete Step 2 by responding to an upcoming solicitation to be included on the Parks and Recreation Department's "Qualified Vendor List (QVL)". The QVL solicitation is generally made available to interested vendors once a year, in the spring or fall ​and can be found at solicitations.phoenix.gov.

Important Note for LLCs and Corporations:
If you are a LLC or Corporation it is required that you be registered and in good standing with the Arizona Corporation Commission​. Sole proprietors do no not have to complete the process of registering with the Arizona Corporation Commission​.





Step 2: Respond to an upcoming solicitation to be included ​on the Parks and Recreation Department's Qualified Vendor List (QVL)

Inclusion on the Qualified Vendor List (QVL) is required for all contracted class or program instructors (as well presenters/speakers and entertainment providers).

When the Qualified Vendor List (QVL) solicitation is available, it will be posted on this webpage and on the City of Phoenix's solicitation webpage. Each solicitation will provide specific minimum requirements and detailed information about what is required for submission.

To ensure that you don't miss your opportunity:

  • When completing Step 1 above, please remember to use a valid and regularly used e-mail address.
  • When applying to the QVL solicitation, ensure that you follow all submission instructions and provide all requested information listed in the solicitation's submittal section.
  • Submit your proposal by the due date and time specified. Late submissions will not be accepted.

Once your application has been received, it will be reviewed for minimum qualifications. Once accepted, you will be included on the Parks and Recreations Department's Qualified Vendor List (QVL), making you eligible to be contracted as a class instructor by the Parks and Recreation Department.



Step 2: Qualified Vendor List (QVL). A current solicitation is open and posted on the City of Phoenix’s solicitation webpage. Once at the webpage, “Search for Solicitations” by selecting the Parks and​ Recreation Department.​ ​To inquire directly about the next dates that packets will be accepted, email us at receptionist.pks@phoenix.g​ov​.

Please Note:
Remaining on the Qualified Vendor List (QVL) is not permanent. The general duration of a Qualified Vendor List (QVL) is between 3-5 yrs, at which time all vendors, including currently contracted vendors, must re-apply.
