Section 5310 Grant- Enhanced Mobility of Elderly and Individuals with Disabilities
The Section 5310 grant program provides capital and operating assistance for transportation services that address the needs of seniors and individuals with disabilities. Not less than 55 percent of the funds available for this program must be used for projects planned, designed and carried out to meet the special needs of seniors and individuals with disabilities, typically carried out by non-profit agencies. Remaining funds may be used for public transportation projects that exceed the requirements of the ADA; public transportation projects that improve access to fixed-route service and decrease reliance by individuals with disabilities on complementary paratransit; or alternatives to public transportation that assist seniors and individuals with disabilities. The expanded eligibility provisions are a result of the consolidation of the former section 5317 New Freedom Program, which was repealed in MAP-21, with the section 5310 program.

Section 5307 Job Access and Reverse Commute Grant
The Job Access and Reverse Commute (JARC) is a grant program under the Federal Transit Administration of the US Department of Transportation. The purpose of the JARC grant program is to assist states and localities in developing transportation projects to finance planning, capital, and operating costs that support the development and maintenance of transportation services designed to transport welfare recipients and eligible low-income individuals to and from jobs and activities related to their employment. The Job Access and Reverse Commute (JARC) Program, (former section 5316), was repealed by MAP-21; however, job access and reverse commute projects are eligible under section 5307 Urbanized Area Formula (and 5311for rural) Programs.
