Transfer Station
and Materials Recovery Facility

Phoenix owns two strategically placed transfer stations, one in north Phoenix and one in South Phoenix. Transfer stations temporarily house all of the trash from Phoenix in preparation for hauling the materials to the State Route 85 Landfill in Buckeye.

All recyclables in Phoenix are also sent to the transfer stations to be sorted by the adjoining Materials Recovery Facility (MRF). The MRF contains a series of machines and conveyors that sort glass, paper, metal, cardboard and plastic into separate bales.

All green organics are sent to the 27th Avenue Compost Facility to be processed into quality compost.

All disposal loads must be properly secured from the point of origin to the end destination. Unsecured load penalty will be $20. Do not uncover your load before entering the facility.

For Phoenix Resident Disposal Customers​

A resident customer paying full service monthly refuse/trash fees may receive disposal on one load of up to 1 ton (2,000 pounds) each calendar month at no charge upon complying with the following: 

  • ​Present a copy of their city services (water, sewage, trash) bill showing they have an active account paying full service refuse/trash fees that are current and not delinquent. 
  • Present photo I.D. with name or address matching the city services bill or account. No substitutions permitted.

Over 1 Ton

Residents' loads exceeding one ton will be required to leave a deposit and weigh out after dumping. The customer must pay the current gate rate of $55/ton for any material disposed in excess of one ton.

City of Phoenix Solid Waste Facility Fees Increase  

​On April 19, 2023, the City of Phoenix City Council approved the increase of Solid Waste disposal facility fees. The rate increases will go into effect on Monday, May 22, 2023.   

Disposal Sites: 27th Avenue Solid Waste Transfer Station and North Gateway Transfer Station​​ 

Gate Rate Fee Increase 
​Current Gate Rate Fee: $44.00 per Ton 
New Gate Rate Fee: $55.00 per Ton 

Minimum Fee Increase 
​Current Rate Minimum Fee: $30.00 
​New Minimum Fee: $40.00 (1 pound to 1,454 pounds) 

​Refrigerated Appliance Fee 
Current Fee: $10.00 per appliance 
New Fee: $20.00 per appliance. 

**All fee increases will take effect on Monday, May 22, 2023.  

​Q) Why are rates increasing?  

A) The City of Phoenix Public Works Department has experienced an increase in operational costs such as transportation and fuel and must raise its disposal rates to cover those costs.  

Q) What notice was given to customers regarding the fee increase? 
  • ​February 1, 2023 - City of Phoenix Public Works Department posted a Notice of Intent to Modify a Fee on the City of Phoenix Public Works website, social media, and the City’s Public-Notice-Tax-and-Fee Change website.  
  • March 13, 2023 – 15-day notice of intent posted before Council vote 
  • April 19, 2023 – Council approved recommendation to increase the gate rate.  

Disposal Fee

All loads will be charged $55 per ton of disposal material ($40 minimum charge).

Both transfer stations accept cash and credit cards.* Checks or money orders are not accepted.

**Please note, the City is unable to accept credit and debit card deposits. This is a bank policy and not within the control of the City of Phoenix. 

Express Exit Disposal Permit Decal

All commercial/business customers must have an Express Exit Disposal Permit Decal for each vehicle and use it for entrance into the disposal facility. 

Other disposal customers or customers not yet issued an Express Exit Disposal Permit decal:

  • Will be required to leave a cash deposit. Please note, the City is unable to accept credit and debit card deposits. This is a bank policy and not within the control of the City of Phoenix.​ 
  • Must weigh in and weigh out when entering and exiting the transfer station.

Customers may be directed by facility staff to sort their loads into specific areas when unloading for waste diversion and recycling purposes.

Boats and Spas

Boats and spas must be cut into fourths to avoid a $50 penalty fee. Must also bring registration or title to prove ownership.

Compost Containers

Residents can purchase compost containers constructed from old garbage containers for $5. Please call ahead for availability. The transfer station cannot reserve a container for you. The containers are on a first-come, first-served basis. 




 

Certification Programs

Customers who frequently bring in vegetation only loads (green organics loads), free of trash, to the city transfer stations should consider enrolling in Certified Green Organics. Participating in this program can bring substantial money savings per load.

​Recycling at Transfer Stations

Appliances

Appliances, including refrigerators, washer/dryers, water heaters, freezers, air conditioners, stoves, dishwashers, Cathode Ray Tube (CRT) television and Non-CRT televisions are accepted at the transfer stations. 

Residents are allowed to take up to two CRT units per household, per month, free of charge to either one of two Phoenix transfer stations.  A fee of $20 per CRT unit will be charged after the first two unit, plus​ additional disposal fees of $55.00 per ton (minimum $40).  CRTs will not be accepted from any Commercial or non-profit entities.

Tires

As a resident of Phoenix, you may take up to five (5) automobile tires per year to a city of Phoenix disposal facility. The rims must be removed from the automobile tires prior to bringing to the transfer station. The transfer station does not accept off-roading, semi or motorcycle tires. Tires are collected in a separate container and are not allowed to be disposed of in city landfills by state law. Maricopa County collects the tires from the city for proper disposal or recycling.





 

Conditionally Acceptable Wastes

  • No friable asbestos-containing wastes are accepted, however, non-friable asbestos containing wastes may, under some circumstances, be acceptable but prior approval must be obtained, call 602-262-6251.
  • Industrial wastes and off spec., outdated, and/or contaminated commercial products, to ensure regulatory compliance, must receive prior approval for disposal, call 602-262-6251.
  • Containers of five gallons or larger must be open, empty or contain less than one inch of dried non-hazardous residue, and be rendered unusable.
  • Refrigerators and CFC (Freon) containing appliances are acceptable from commercial sources only if the CFCs have been removed in accordance with EPA regulations and documentation of that removal is provided.
  • Dead animals and animal parts will not be accepted without prior approval and proper handling.
  • Bulk propane and Freon containers must have valves removed to be acceptable for disposal.

Prohibited Wastes

  • Regulated hazardous waste (please visit the HHW website for more information about household hazardous waste)
  • Polychlorinated biphenols (PCBs) or wastes mixed with PCBs
  • Radioactive wastes
  • Infectious wastes
  • Commercial quantities of liquid wastes
  • Special Waste as defined under Arizona Revised Statutes
