Arizona Department of Housing
Special COVID-19 rental assistance funding from the Arizona Department of Housing. INFO: housing.az.gov

The Arizona Department of Housing (ADoH) has launched the Homeowner Assistance Fund (HAF). This is Federal funding to assists homeowners who have experienced financial hardship due to COVID-19. Homeowners can apply at haf.azhousing.gov.

Landlord and Tenant Program
The City of Phoenix Human Services Department Landlord and Tenant Program provides one-on-one counseling and education regarding the Arizona Residential Landlord Tenant Act. Walk-in appointments at the Travis L. Williams Family Services Center have been temporarily suspended, however telephone appointments and email communication will continue to be offered in both English and Spanish. To request a telephone appointment, please call (602) 262-7210 or email landlord.tenant.hsd@phoenix.gov

Emergency Rent and Utility Assistance and Eviction Prevention Services
The City of Phoenix Human Services Department Family Services Centers provide emergency utility and rent financial assistance to low income households, including prioritized support for seniors, persons with disabilities, and families with young children. Eviction prevention services upon receiving a five-day notice is also available. To request an appointment, call (602) 534-AIDE (2433) beginning at 8:00 a.m. each Monday, excluding holidays. Applicants must be a Phoenix resident and assistance may be restricted to once per 12-month period. INFO: phoenix.gov/humanservices/programs/emergency

Emergency Rental Assistance (ERA) Program
The City of Phoenix received $51.1 million in emergency rental and utility assistance funding from the US Department of Treasury to assist households impacted by the COVID-19 pandemic. To learn more about the Emergency Rental Assistance (ERA) Program Phoenix.gov/RentHelp.

Financial Assistance for City Services Bill
The Phoenix City Council has earmarked $5 million to help customers impacted financially by the pandemic pay utility bills. Customers who are delinquent should call (602) 262-6251, Monday - Friday from 8:00 a.m. to 5:00 p.m., to request the city pay a portion of their outstanding city services bill. Using funding from the Federal American Rescue Plan Act (ARPA), the city will pay two-thirds of the customer's delinquent balance. The customer will be responsible for the remaining one-third of the delinquent balance.

Accounts that are eligible for the assistance must meet the following criteria:

  • City of Phoenix Single-Family Residential (SFR) customer.
  • Residential property is located within Phoenix taxable boundaries.
  • A minimum of 12 months of consecutive service.
  • Experienced financial hardship due to COVID-19.

Accounts that are ineligible are high water use accounts (average 50 centum cubic feet (CCF) or greater), multiple SFR accounts, and property management and commercial accounts.

A guide, Social Distancing: Apps for Seniors, provides practical apps for seniors (tech-savvy or not), along with setup assistance. Elderly sector recommendation about communication, grocery delivery, home care, and health monitoring.

City of Phoenix Senior Centers
City of Phoenix Human Services Department Senior Centers are te​mporarily closed until further notice. Lunch meals normally provided year-round for registered members are currently being offered by reservation only and delivered to members in their own homes each Monday, excluding holidays. Home Delivered Meals
The City of Phoenix Human Services Department provides home delivered meals to homebound and disabled senior residents age 60 years and older. Case management and senior wellness checks are included with this service. Arizona Commodity Senior Food Program
The Arizona Commodity Senior Food Program (CSFP) is a federally funded food distribution program that provides a once a month food package to people 60 years of age or older. INFO: des.az.gov/services/basic-needs/food-assistance/az-commodity-senior-food-program

Harvest Compassion Center
Harvest Compassion Center offers families free groceries, hygiene items, clothing and baby items. Visit their website for information about three locations: North Phoenix, West Phoenix, and Maryvale. INFO: harvestcompassioncenter.org/

Hope for Hunger Food Bank

Living Streams Church Food Pantry

Nourish Phoenix
Offers food boxes, walk-ins welcome between 9:00 a.m. – 11:00 a.m. No referral needed, proof of address needed. Clothing, baby formula and diaper provided. Call (602) 254-7450 to make sure resources are still available. INFO: nourishphx.org

Salvation Army
Salvation Army is providing essentials to the community between 9:00 a.m. – 5:00 p.m., where they can come in and receive limited amounts of supplies. INFO: arizona.salvationarmy.org

St. Vincent De Paul

Women, Infants and Children (WIC)

Small Business

Phoenix small businesses needing help can call the Phoenix Community and Economic Development hotline at (602) 262-5040. Calls will be answered by a team member during regular business hours, Monday through Friday, from 8:00 a.m. – 5:00 p.m. Callers can inform the City what issues they face and/or resources they need, and a team member will provide any available pertinent information to them. Phoenix business owners can also reach the department at teamphx@phoenix.gov.

Phoenix Library's Business Road Map Series
The Phoenix Library is accepting registration's for its signature event, the Business Road Map Services. This 8-session program helps entrepreneurs interested in starting a business in Arizona. Topics include legal issues, target markets, budgeting, and pricing, setting milestones, and accessing capital. Sessions are being offered in person and online in both English and Spanish

DES offers more than 40 programs and services for individuals and families in need of support, including the ARIZONA@WORK network that offers no-cost workforce readiness services and revised Shared Work program.

Phoenix Business and Workforce Development Center
