Service Outside City Limits

Usually expansion of service outside corporate limits requires annexation into the City.  However, there are a few exceptions:

Water Service

  • If the City acquires a private water company or has established a defined water service area, water service will be provided to properties fronting distribution mains or the main may be extended if all technical requirements are met.

  • If the property is located within an incorporated area, but is outside the Certificate of Convenience and Necessity (CC&N) of a private water company or another municipality's service area, service may also be provided, but mains may not be extended outside this area.

  • If the property is located in an unincorporated area and outside a private water company's CC&N and another municipality's service area, service may be provided, but mains will only be extended upon annexation into the City.

Sewer Service

  • Sewer service will be provided to areas outside City limits for properties fronting sewer mains if the City has established a defined sewer service area at that location.

  • If the site is outside a defined service area and another municipality's service area, service may be provided, but main extensions would not be permitted in incorporated areas and would require annexation into the City for unincorporated areas.

Please see Policy and Procedures for Obtaining Retail Water and Sewer Service to Areas Located outside City of Phoenix Limits for specific scenarios and requirements.
