Who We Are

We are a small but dedicated group of emergency management professionals who seek to promote a safer, more resilient city. 


 

What We Do?

Emergency Management protects communities by coordinating and integrating all activities necessary before, during and after any natural disasters, acts of terrorism, or other man-made disasters. The staff of the City of Phoenix Office of Homeland Security and Emergency Management (OHSEM) take these threats and hazards seriously.  We are committed to assuring continuity of city government and readiness for emergency operations with the safety and well-being of citizens of the City of Phoenix in the forefront of our operations. 

OHSEM is a 'small but dedicated team', focused on preparing for, responding to, mitigating against and recovering from a serious emergency or disaster. This can only be accomplished through collaboration with the community, strategic partners and volunteer groups to ensure a seamless, coordinated response.

​The Office of Homeland Security and Emergency Management's derives its authority and mission from the City of Phoenix Municipal Code, Chapter 11​, which states:

OHSEM shall:

  1. Perform planning and coordination of emergency management functions during non-emergency periods required by Federal or State of Arizona laws, policies, programs and emergency plans.

  2. Develop an effective Emergency Management Program and build readiness for coordinated operations in emergencies.
