Phoenix Climate Action Plan

​The City of Phoenix updated its Climate Action Plan, which will serve as a long-term plan to reduce greenhouse gas emissions from local operations and community activities as well as prepare for the impacts of climate change.


The 2021 Climate Action Plan is now available. The plan was approved at the October 12, 2021 City Council Policy Session. ​​

Thank you to all city departments, organizations, and residents that provided input in the plan. The plan wouldn’t have been possible without strong community support. The 2020 Greenhouse Gas Inventory is in progress and will be published in Spring 2022. Additional outreach for future updates will be starting in 2022. The Draft Climate Action Plan was available for public comments from June 1, 2021 to August 13, 2021. Phoenix resident could provide comments via survey, workshops, or email. We recieved 2,659​ survey responses, ​534 workshop participants, and ​​87 emails. A summary of the comments can be found here

Clim​​ate Ac​​tion Planning Virt​​​ual ​Workshop Series ​​​

​During the draft comment period the Office of Environmental Programs hosted ​12 virtual workshops for residents to provide input on addressing climate change. All members of the public are welcome to attend and participate in any of the workshops. View previous workshop recordings 


Climate Action Plan Framework Public Comments

2020 Climate Action Plan Community Survey

Through July and August 2020 the​​ Climate Action Plan Community Survey​ was open for Phoenix residents and business​ owners to share their ideas and concerns to help inform actions the City of Phoenix and community could take to address climate change. C40 Cities LogoIn January 2020, the City of Phoenix was inducted to the C40 Cities Climate Leadership Group (C40), a network of 96 cities around the world whose leaders are committed to action to mitigate climate change. As a requirement to be member of C40 Cities, Phoenix must develop a C40-compliant Climate Action Plan that will provide a higher level of detail and scope for further reducing GHG emissions. Staff from many City departments are involved in developing this updated plan. The completed plan will be presented to Council for approval in by the end of 2021.​


What is a Climate Action Plan?

A climate action plan (CAP) is a detailed and strategic framework for measuring, planning, and reducing greenhouse gas (GHG) emissions and related climatic impacts. Cities design and utilize CAPs as customized roadmaps for making informed decisions and understanding where and how to achieve the largest and most cost-effective emissions reductions that are in alignment with other city sustainability goals.

CAPs include goals and specific actions for reducing GHG emissions from various activities organized into sectors, which include Stationary Energy, Transportation, and Waste. The Phoenix CAP will also include Phoenix specific topics, such as Air Quality, Food Systems, Heat, and Water.
