Residential

Start or Transfer Service

Residential Services

To get service started, please submit a request for services online at least 48 hours before your preferred start date through the MyPHX311 Self-Service portal. You will be required to provide the following information to initiate your service:

  1. Name of responsible party (must be an individual).
  2. Mailing address.
  3. Service address.​
  4. Email address and telephone number, if available.
  5. If property owner, proof of ownership*.
  6. If tenant, landlord’s name and address and a copy of the lease agreement.
  7. If agent, proof of agency.
  8. Requested turn-on date.

* Please note, when starting service as an owner, services must be under the registered owner’s name, even if that registered owner is a business organization, company, or trust, service will be stated in that name.

PIN

You will need to provide a four-digit Personal Identification Number (PIN) for your city services account when you start service. The PIN is to ensure privacy and protection of your account and will be needed to provide information to you if you call or go online.

Activation Fee: 

A non-refundable Account Activation Fee of $33 + tax will be charged for the setup of all accounts. The account activation fee will appear on your first month's bill.

What Time Will Water Service Be Turned On? 

Your water will be turned on the date you requested by 6:30 p.m. We do not provide an estimated time.

Same Day Service Requests: 

We do not do same-day service. Please plan accordingly.

If service is currently disconnected at the location for delinquency you will need to make full payment before services can be restored.

Deposits

Deposits are required for services.

Deposits are refunded to the account after 12 months of on-time payments or when the account is closed, whichever comes first.

Deposit Waivers

Deposits may be waived for residential customers if you have a good payment history. Good payment history is defined as a maximum of two (2) late payments and no service disconnections during the twelve (12) months immediately prior to a request for new service.

Proof of good payment history can be submitted in two ways: 

  1. Provide an existing city services account that meets the eligibility requirements.
  2. Provide a letter of credit from another utility that proves the eligibility requirements were met.
  3. Another utility would be a water, gas, or electric company who will generate the letter and send it to you.

    • Please note you must submit a letter of credit that was generated within the last sixty (60)days.

    • Letters of credit must be received within thirty (30) days of starting new service. 

In either case, the account must be in the same name as the person requesting new service. 

​​Once you have obtained the letter of credit, please submit using the Submit Documents - City Services Bill button at MyPHX311.

  • ​​​Please note, the document must be in non-editable format such as PDF.

  • ​​Photographs or screen-captures of documents are not acceptable.

If the deposit cannot be waived, deposits are refunded to the account after 12 months of on-time payments or when the account is closed, whichever comes first.

Reconnect Service

All fees and full balance must be paid before we can schedule the reconnection.

Payments received after 4 p.m. will have service re-connected the next business day.

Stop Service

There are no fees to stop your service. To stop service online via Start\Stop\Transfer PHX Water Service​, you will need to provide the following information:

  • Date you need the service turned off.

  • Mailing address (where will the final bill be mailed).

  • If the website does not recognize your account number, the account was stopped. ​

*Per City Code 37-93 the account holder remains responsible for all charges, rates, fees and penalties for water service at the service location.

Same Day Service Requests:

We do not do same-day service. Please plan accordingly.

Businesses and Property Managers

Businesses - Start or Transfer Service

To get service started, please submit a request for services online at least 48 hours before your preferred start date through the MyPHX311 Self-Service portal. You will be required to provide the following information to initiate your service:

  1. Legal name of entity.
  2. Service address.
  3. Contact person.​
  4. Nature of business.
  5. Whether there will be dining on the premises.
  6. Federal employer identification number.
  7. Mailing address.
  8. Name and address of owner.
  9. If property owner, proof of ownership*. 
  10. If tenant, landlord’s name and address and a copy of the lease agreement.
  11. If agent, proof of agency.
  12. Requested turn-on date.

* Please note, when starting service as an owner, services must be under the registered owner’s name, even if that registered owner is a business organization, company, or trust, service will be stated in that name.

Businesses - Deposits

Deposits are required for services. Deposits will range from $150 upward.

Deposits are not refunded until the account is closed.

Businesses - Stop Service

There are no fees to stop your service. To stop service online via Start\Stop\Transfer PHX Water Service​, you will need to provide the following information:

  • Date you need the service turned off.

  • Mailing address (where will the final bill be mailed).

*Per City Code 37-93 the account holder remains responsible for all charges, rates, fees and penalties for water service at the service location.

Same Day Service Requests:

We do not do same-day service. Please plan accordingly.

Property Managers - Start or Transfer Service

To start service, please request services online through the MyPHX311 Self-Service portal​ at least 48 hours prior to your desired start date . You will be required to provide the following information to establish service:

  1. Legal name of entity.
  2. Service address.
  3. Contact person.​
  4. Nature of business.
  5. Whether there will be dining on the premises.
  6. Federal employer identification number.
  7. Mailing address.
  8. Name and address of owner.
  9. If property owner, proof of ownership*. 
  10. If tenant, landlord’s name and address and a copy of the lease agreement.
  11. If agent, proof of agency**.
  12. Requested turn-on date.
  13. Residential Rental Property Registration if property is a single-family residential unit.

* Please note, when starting service on behalf of the owner, the customer of record must be the registered owner, even if that registered owner is a business organization, company, or trust, service will be stated in that name. The customer of record cannot be the property managment company.

**Please note, the property management agreement and list of authorization agents on company letterhead is required.

Activation Fee: 

A non-refundable Account Activation Fee of $33 + tax will be charged for the setup of all accounts. The account activation fee will appear on your first month's bill.

Property Managers - Deposit

Deposits are required for services. Deposits will range from $100.00 upward.

Deposits are not refunded until the account is closed.

Property Managers - Landlord Service Continuation Agreement

Landlord Service Continuation Agreement (LSCA)​ ensures utility service(s) remain active and billed to the owner or property manager while the property/unit is between tenants.

The owner or property manager agrees to notify Phoenix Customer Services with changes in occupancy before they occur. The owner or property manager also agrees to notify Phoenix Customer Services of any sale of a property listed in a LSCA agreement so that it can be removed.

If the water service becomes disconnected for non-payment of the tenant’s utility bill, the service will remain off until the delinquent balance is paid in full by the tenant or the tenant vacates the property and the owner or property manager authorizes the reconnection and the utility service to be transferred back into the owner or property manager's name.

Property Managers - Stop Service

There are no fees to stop your service. To stop service online via Start\Stop\Transfer PHX Water Service​, you will need to provide the following information:

  • Date you need the service turned off.

  • Mailing address (where will the final bill be mailed).

Start Service
