​​About the General Plan

The Arizona Revised Statutes (A.R.S. 9-461-06) require every city in Arizona to prepare and maintain a long-range general plan that provides a vision and policies for the growth and development of the city.  Through the General Plan, Phoenix can continue to shape its natural and built environment in ways that meet the needs of its residents and achieves its vision for the future.  In 2015, Phoenix voters approved an update to the Phoenix General Plan, referred to as PlanPHX. PlanPHX outlined a new vision for Phoenix focused on creating a more livable and connected city. 

General Plan 2025 Update

The General Plan 2025 update presents an opportunity for all members of the community to share their opinion on where the City should focus its efforts over the next decade. To facilitate this process, the Planning and Development Department created two surveys - "What are your priorities?" and "Where do we focus next?" - for Phoenix residents to complete. Participation in these surveys is paramount in helping the City identify “tools for action” with the established city-wide policy framework, which will enable the City to plan, prioritize and align its efforts for the next ten years. 



In accordance with Arizona State Statue (9-461-06), Phoenix's General Plan 2025 will be adopted in accordance with the Phoenix City Council's established General Plan Process Written Procedures as provided in the General Plan 2025 Public Participation Plan. These written procedures are a general outline of strategies staff will employ to facilitate public participation as part of a broad General Plan 2025 Update public process.
