NOTICE: PLANNING & DEVELOPMENT CLOSED

Please note that Planning & Development Department’s Development Center Counters, online portals, and automated phone scheduling will be closed at 12:00 PM on Friday, April 10, 2026. Appointments will be taken up to 11:30 AM.

Additionally, the SHAPE PHX Portal will be unavailable on Friday, April 10, 2026, beginning at 2:00 PM. During this time, users will be unable to make appointments, apply for permits, submit applications, pay fees, schedule inspections, check status and perform other portal functions.

Counters will reopen for regular business hours on Monday, April 13, 2026, and the SHAPE PHX Portal will be available again at 6:00 AM on Monday, April 13, 2026.

The closure and outage are being implemented to deploy the third release of SHAPE PHX. Release 3 is a major customer service enhancement that will incorporate business processes for commercial applications, permits and inspections into SHAPE PHX. Users will have the ability to submit NEW commercial applications through the SHAPE PHX Customer Portal.

SHAPE PHX Release 3

With SHAPE PHX Releases 1 & 2, the Planning & Development Department (PDD) provided access to Residential plan review, permitting, inspections, licenses, operating permits, planning and zoning, and historic preservation—all from the Customer Portal.

Continuing the enhancements established in Releases 1 & 2, Release 3 will launch on April 13, 2026, and will expand the SHAPE PHX portal to include Commercial plan review, permitting, and inspections.

Following the launch, existing Commercial plan reviews and permits, as well as residential photovoltaic applications, will be completed using PDD Online and ProjectDox. However, all new applications submitted after the transition must use SHAPE PHX.
