The City of Phoenix Photo Safety Program utilizes a total of 17 speed-monitoring cameras placed at various locations throughout the City aimed at changing driver behavior, supplementing traffic enforcement efforts by Phoenix Police and complementing the City's other Vision Zero strategies. Some cities may refer to similar programs as automated enforcement or photo radar.

In October 2024, Mayor and Phoenix City Council approved the Photo Safety Program as a part of the Citywide Vision Zero Road Safety Action Plan (RSAP).

  • Thunderbird Road: 35th Avenue to Interstate 17
  • 32nd Street : Greenway Parkway to Bell Road 
  • Thunderbird Road: Interstate 17 to 19th Avenue
  • 7th Street: Thomas Road to Indian School Road
  • Indian School Road: 83rd Avenue to 75th Avenue
  • Camelback Road: 24th Street to 32nd Street 
  • 51st Avenue: Van Buren Street to Interstate 10
  • Baseline Road: 16th Street to 24th Street 
  • Bell Road: Interstate 17 to 19th Avenue

Eight additional cameras will be placed in 15-mph school zones, rotating weekly throughout the school year.

Photo Safety cameras are set to return to Phoenix roadways February 23. A total of 17 cameras, monitoring speed will be placed at various locations throughout the City aimed at changing driver behavior, supplementing traffic enforcement efforts by Phoenix Police and complementing the City's other Vision Zero strategies. 

The program will include a 30-day warning period, which will start on February 23, where violators will be sent warning notices in lieu of citations. Beginning March 25, violators will receive citations for speed violations over the posted speed limit. 

The locations were selected based on data, focusing on roadways with a high number of serious and fatal injuries. The photo devices are mobile; they will be rotated to meet the City’s needs and will be placed in corridors that have high instances of speed-related crashes, known high-speeding areas, or within school zones.

Beginning March 25,  violators will receive citations for speeding over the posted speed limit. 

The 30-day warning period will take effect starting February 23. Warnings will be mailed to violators reminding drivers of safer driving habits.

Starting March 25, traffic citations will be issued to speed violators, after which point, options to resolve the citation are:

There are three options for a person to make payment on civil traffic or parking ticket fines:

  2. Mail
  3. In-person

The Photo Safety Program is not intended to generate revenue. It will operate on a cost-recovery system where the citations offset the costs to City staff and vendors. Any remaining funds will be invested in implementing the City’s Vision Zero Road Safety Action Plan. The Photo Safety Program is focused on roadway safety and changing driver behavior.
