The city of Phoenix Human Services Department makes Community Development Block Grants and Emergency Shelter Grant funds available to eligible non-profit groups for emergency shelter operations, transitional housing and housing support services. These services help homeless individuals and/or families move towards self-sufficiency and permanent housing.
