Central Ave. The testing van provides easy access to free COVID-19 tests for the Phoenix community and is the first of its kind in Arizona. <br><br>The mobile testing van offers two different types of COVID-19 testing--a viral test and an antibody test. The viral test involves a nasal swab while the antibody test involves drawing a small amount of blood through a fingerstick. Depending on the test administered, results may be available within 15 minutes or 2-10 days.  <br><br>This new endeavor is one of Phoenix's many efforts to help stop the spread of the virus through early detection, immediate quarantine, and medical care for those who have contracted the virus. <br><br>“The city of Phoenix is excited to launch Arizona's first mobile COVID-19 testing van. The mobile van will provide much needed testing for the community in a more accessible, quick, and efficient manner. I am proud of our city staff for working hard to bring this type of innovation to the Valley," said Phoenix Mayor Kate Gallego. “This is a huge step forward in our fight against COVID-19 and we will continue to adapt to the needs of our residents to help stop the spread."<br><br>The mobile testing van is a 2020 Ford T-250 Transit, and customized with: a foldable workstation, refrigerator, shelving, a generator with 120v outlets and USB ports and a roof-mounted air condition unit.  An electric awning will be installed by the end of August. The colorful custom vehicle wrap was designed with “friendly community" in mind and a reminder for everyone who sees it to wear protective face coverings.  <br><br>“The mobile testing van will provide easy access to free COVID-19 tests for the Phoenix community, straight to their doorstep or business front," said District 4 Councilwoman Laura Pastor. “I am so proud of the partnership we have built with Vincere Cancer Center. I thank them and the city staff from multiple departments who made this van possible." <br><br>The medical staff of Vincere Cancer Center will fully manage the operations of the van, <a target="_blank" href="https://phoenix.gov/COVIDtesting">scheduling of testing appointments</a>, scheduling of site locations, administering of the different COVID-19 tests and dissemination of results. Board-certified oncologist, Vershalee Shukla, MD, and former Chief of Plastic and Reconstructive Surgery at John C. Lincoln, Pablo Prichard, MD, are co-founders of Vincere. <br><br>Although Vincere focuses on cancer treatments, their bi-lingual medical staff are well-qualified and well-equipped to administer COVID-19 tests. Vincere is one of the few medical facilities in the state to obtain the antigen and antibody test kits that yield quick results,  particularly the <a target="_blank" href="https://www.fda.gov/media/137887/download">Sofia SARS Antigen Fluorescent Immunoassay (FIA)​</a>, which provides automated and objective results in about 15 minutes. <br><br>“Testing is crucial to control the spread of COVID-19 and even more so in underserved neighborhoods with our most vulnerable citizens—not just those without health care or without the financial means, but also those who have pre-existing conditions, such as diabetes and hypertension, etc." said Dr. Shukla. “We are so grateful to the city of Phoenix for taking the next steps that make COVID-19 testing a priority, and Vincere Cancer Center is privileged to offer testing with rapid results. We believe this will soon become a gold standard in preventing the spread of COVID-19," added Dr. Prichard.  <br><br>Phoenix's mobile COVID-19 testing van was made possible through the COVID-19 Federal Relief Fund. It will operate 5 days a week (except Wednesdays and Sundays) from 7 a.m. to 1 p.m. Locations of the testing van will vary, with priority given to underserved communities and struggling small businesses in Phoenix. This year, the City of Phoenix City Services customer service was needed more than ever. Deborah Doss is the Treasury Collections Supervisor for Phoenix Water customer service and has been with the city for 16 years, 10 of those years have been with the Water Services Department.  <br><br>The majority of Doss' career has been in collections, working for a private company before she started with the city. She now leads a team of customer service representatives who work with customers to collect outstanding payment on their water, trash, and sewer (City Services) bill.<br><br>Prior to the ongoing pandemic, Doss, and her team of five customer service representatives' primary role was to collect payment on outstanding bills. When 2020 changed everything for everyone, Doss and her team transitioned to helping customers find financial relief through the CARES Act. <br><br> Customers are still encouraged to pay any amount possible towards their monthly bill, but with the CARES ACT, customers have options to help find some relief with outstanding payments. Doss' staff educates customers on the CARES Act and assists them with enrolling in payment plans, allowing customers to remain in good standing.  <br><br>The CARES Act appropriated $150 billion to State, Local and Tribal government to alleviate the financial impacts of the COVID-19 outbreak. The City of Phoenix received a small portion of this funding. The money allotted to the city was made available to customers – through residential and commercial assistance programs - to pay their City Services bill in hopes of relieving stress for city of Phoenix customers. Doss' team took the lead on calling customers with outstanding accounts, to inform them of the dollars available and instructions on how to apply. <br><br>“People repeatedly call in and say they lost their job; they don't know what's going to happen and I'm here to help them" Doss said. “Customers are crying and scared. They don't know how they're going to get by, and our team is there to offer hope. We don't like to rush the calls." <br><br>“The work our customer service representatives are doing is essential in assuring the public health benefits of our water systems and solid waste disposal. Without it, the good work of Water Services and Public Works couldn't get done," said Assistant Director, Holly Rosenthal of Phoenix Water. <br><br>Doss and her team's dedication to getting the word out about the financial relief led to them make over 28,601 calls from July - October 2020. Doss' 'How can I help the customer?' attitude has come a long way in helping city of Phoenix customers find hope in a time when things seem so uncertain. <br><br>It is important for the staff to reach as many people as they can. Having Spanish speaking staff available to assist the significant Latino population in Phoenix, went a long way to reach an audience that may not have been able to connect otherwise. <br><br> The work the customer service staff is doing is ongoing, as the effects of the pandemic still linger. Their essential work has been supported by the City of Phoenix and due to the nature of the work, teleworking was not an option for Doss and her staff. The City of Phoenix issued a city-wide mask mandate, installed plexiglass to help create physical distance for employees, and provided hand sanitizer and masks.
